Pursuant to the provisions of Clause 4, Article 9 of Decision 22/2018/QD-TTg, an application for recognition of a convention or conventions includes the following papers:

- The draft conventions and conventions that have been approved by the village community and residential groups with the signatures of the head of the Front's working committee, the head of the village, or the leader of the residential group;

- Minutes certifying the results of the village population community, the street population group discussing and voting on the adoption of village conventions and conventions;

- A written request for recognition from the People's Committee of the commune, ward or township (hereinafter referred to as the People's Committee of the commune);

- Other documents (if any).

Conditions for recognition of conventions in Vietnam

Pursuant to the provisions of Clause 2, Article 9 of Decision 22/2018/QD-TTg, a convention shall be recognized when the following conditions are fully satisfied:

- The scope of content and form of the convention are consistent with the following provisions:

+ The content of the village convention or convention shall be decided by the village population community or residential group, including one or several areas of social life that have not been regulated by law or prescribed in principles; recognize good customs and practices and take restrictive measures; move towards eradicating outdated customs and practices and superstitions; and be consistent with the requirements of self-governance of the population community and the purposes and principles of building and implementing the conventions and conventions specified in Articles 3 and 4 of Decision 22/2018/QD-TTg.

+ Conventions and conventions are expressed in the form of a document, signed for certification by the head of the Front's working committee, the head of the village, or the leader of the residential group. After being recognized, conventions are stamped with the border seals of the People's Committees of rural districts, urban districts, towns, provincial cities, and centrally run cities.

+ The language in the convention is Vietnamese, presented briefly, clearly, specifically, easily understood, and suitable for the population.

For villages and neighborhood groups with many ethnic groups living together and using many different languages, the village population communities and neighborhood groups shall consider and decide on the translation of village conventions and conventions into ethnic minority languages to ensure the mobilization of a large number of people to comment, vote on the draft conventions and conventions, and implement them after they are recognized.

+ The choice of the name "Huong Co" or "Convention" is agreed upon and decided by the residential community.

- The conventions are developed in compliance with the principles, order, and procedures specified in Decision 22/2018/QD-TTg.

Order and procedures for recognition of conventions in Vietnam

The order and procedures for recognizing village conventions and conventions shall comply with the provisions of Clause 1, Article 16 of the Ordinance on the Implementation of Democracy in Communes, Wards, and Townships 2007, specifically as follows:

- Heads of villages and groups of population groups shall immediately report to the commune-level People's Committees the results of the people's discussion and voting;

- Within three working days from the day on which the report is received from the head of the village or the head of the population group, the commune-level People's Committee must compile a dossier and submit it to the district-level People's Committee;

- Within seven working days from the day on which the application file is received from the commune-level People's Committee, the district-level People's Committee must consider and issue a decision on recognition; in case of non-recognition, it must reply in writing and clearly state the reason.
