What are the basic requirements to establish a grassroots organization in Vietnam?

Grassroots organization The union consists of the grassroots union and the grassroots branch, which are the foundation of the Union, established by population area, profession, study, work, labor, place of residence, and grassroots units in the people's armed forces.

In which, according to Instruction 22 HD/TWDTN dated June 28, 2013, the grassroots Union is the direct superior of the branch. The specific conditions for establishing a grassroots union are as follows:

- Units with 2 or more branches and at least 30 members shall establish grassroots unions.

- For communes, wards, or townships with two or more branches but not enough union members to form 30 branches, grassroots unions are formed.

In particular units, the grassroots delegation may request the establishment of a divisional group (for units with a corresponding party committee at the same level) and request recognition from the immediate superior delegation. The divisional delegation is responsible for organizing the implementation of resolutions adopted by the grassroots delegation. Tasks, powers, organizational structure, seal, and term of office of divisional unions shall be applied in the same way as those of grassroots delegations.

In an area or field of operation with many branches, if there is a need for coordination, it is possible to form a union. The functions, tasks, and powers of the union are guided by the Standing Committee of the Central Youth Union.

In the youth volunteer teams, young volunteers, young people in charge, young labor squads, and areas with a large number of union members, unions are established under the guidance of the Standing Committee of the Central Youth Union.

- Coordinating with the authorities, mass organizations, and socio-economic organizations to do well in youth work, taking care of building the Youth Union; actively building the basis of the Youth Union, Association, and Team in residential areas; participating in building and protecting the Party and government.

Powers of grassroots organizations in Vietnam

– Admission of new members, management of union members, reception and transfer of activities of the Union; introduction of elite members to the Party for training and admission, and introduction of cadres and union members into the planning on training and employing cadres of the Party, the State, mass organizations, and socio-economic organizations.

- Organizing activities and movements to unite and gather young people to meet the legitimate needs and interests of the youth; coordinating with branches, mass organizations, and socio-economic organizations to create a favorable environment and conditions for youth work.

– Organizing activities to create more jobs and income for officials, union members, and youth, creating funds for the union's activities; using a legal seal.
