1. Will losing a Party card result in disciplinary action?

Pursuant to Point g, Clause 1, Article 29 Regulation 69-QD/TW 2022 stipulates that party members who violate one of the following cases causing less serious consequences will be disciplined in the form of reprimand:

Losing your party membership card without a legitimate reason;

Comments, requests to admit and officially recognize party members who do not meet the standards, conditions, processes, and procedures;

Improperly implementing regulations on party members' transfer to party activities or submitting documents to transfer party activities in accordance with regulations;

Failure to write notice of party members' transfer of party activities; Confirming Party age for Party members does not comply with regulations.

Thus, losing a party membership card without a legitimate reason may result in party members being disciplined in the form of a reprimand.

2. Procedures for reissuing lost party member cards in Vietnam

Pursuant to item c Subsection 2.2 of Section 2 of Part II of Instruction 12-HD/BTCTW 2022 stipulates the procedures for reviewing and re-issuing lost party member cards and exchanging damaged party member cards as follows:

- Based on the reasons for lost or damaged cards in the party member's review, review and collect 2 portrait photos (size 2 x 3 cm) to send along with the list of requests to the grassroots Party Committee;

The grassroots Party Committee reviews and sends the list (according to Forms 2-TĐV and 3-TĐV) to the competent party committee;

The organizing committee of the Party Committee has the authority to compile a list (according to Forms 2A-TĐV and 3A-TĐV) and report to the Standing Committee of the Party Committee for consideration and a decision to re-issue lost party member cards or exchange party member cards. broken (according to form 4-TĐV).

- After the decision of the Party Committee, the Party Committee's organizing committee completes the list of reissued lost party member cards and replaces damaged party member cards in the Party membership database management software.

If there is no network connection to the provincial server, export the data to a file and send it to the provincial Party Committee or equivalent;

Submit photos of party members to the provincial Party Committee's organizing committee and equivalent;

The Provincial Party Organizing Committee and equivalent use Party member database management software to approve and print the party membership card, paste the photo, emboss stamp, and deliver the card to the district party committee. 3. Regulations on issuing party member cards

The grassroots Party Committee, after receiving party members' party cards, assigns the party cell to organize giving party cards to party members at the nearest cell meeting.

4. Regulations on management of party member cards in Vietnam

Pursuant to item e Subsection 2.2 of Section 2 of Part II of Instruction 12-HD/BTCTW 2022 stipulates the procedures for reviewing and re-issuing lost party member cards and exchanging damaged party member cards as follows:

- Party organizations and party members must strictly comply with the regulations on using and preserving party member cards stated in Point 6.1 of Regulation 24-QD/TW and Point 7 of nstruction 01-HD/TW.

Periodically every year, the Party cell checks the party member cards of Party members in the Party cell.

Party members who are expelled, have their names erased, or are taken out of the Party in other ways, the Party cell is responsible for collecting the party card and submitting it to the immediate superior party committee.

- The grassroots Party Committee and the immediate superior Party Committee of the grassroots use and preserve well the party membership card issuance book (form 8-TĐV), the party membership card delivery book (form 9-TĐV);

Periodically every year, party cells and grassroots party committees organize inspections of party member cards and promptly handle lost or damaged party member cards of party members.

- Every year, the Provincial Party Committee's organizing committee and the equivalent send a report summarizing the results of issuing party member cards to the Central Organizing Committee.
