This is one of the notable contents of Decree 139/2017/NĐ-CP of Vietnam’s Government providing for penalties for administrative violations against regulations on investment and construction; extraction, processing and trading of minerals used in construction, production and trading of building materials; management of infrastructural constructions; real estate business, housing development, management and operation of apartment buildings and office buildings.

Specifically, according to Decree 139/2017/NĐ-CP of Vietnam’s Government, a warning or a fine ranging from VND 500,000 to VND 1,000,000 shall be imposed for any of the following violations:
- Using personal cooking equipment or water heater in the working office;
- Failure to install name signs or guidance signs at public, technical and serving divisions as regulated by law or failure to install warning signs at technical divisions (such as electrical and firefighting equipment);
- Failure to post up the office’s internal regulations at its main door or standing division;
- Failure to have the building diagram showing blocks, working offices, public, technical and serving divisions (unless otherwise regulated);
- Failure to install name signs of working offices or titles of officials or public employees in front of their offices.
Thus, any person who uses personal cooking equipment or water heater in the working office shall be imposed a warning or a fine ranging from VND 500,000 to VND 1,000,000.
Moreover, a fine ranging from VND 10,000,000 to VND 20,000,000 shall be imposed for one of the following violations:
- Carrying out commercial advertising at the office building;
- Failure to formulate internal regulations on management of office building as regulated by law;
- Failure to make periodical and ad hoc reports as regulated or making insufficient ones.
Particularly, a fine ranging from VND 40,000,000 to VND 50,000,000 shall be imposed for one of the following violations:
- Storing explosive materials or flammable substances in the working office;
- Failure to equip firefighting equipment at the office building or failure to conduct periodical inspection of firefighting equipment.
A fine ranging from VND 50,000,000 to VND 60,000,000 shall be imposed for one of the following violations:
- Appropriating or using the office building for production, business, leasing, living or other purposes inconsistently with its functions;
- Failure to prepare or supplement the office building documentation during its operation; failure to retain or send summarized office building documentation to the competent authority in charge of managing office buildings as regulated by law.
