1. Titles entitled to organize a State Funeral

According to Clause 1, Article 5 of Decree 105/2012/ND-CP, currently serving or former officials holding one of the following Titles, upon their death, are entitled to a State Funeral:

- General Secretary of the Central Committee of the Communist Party;- President of the Socialist Republic of Vietnam;- Prime Minister of the Government of the Socialist Republic of Vietnam;- Chairman of the National Assembly of the Socialist Republic of Vietnam.

For other senior officials with significant contributions and great merits to the revolutionary cause of the Communist Party, the State, and the people, who have high prestige nationally and internationally, the organization of the State Funeral is decided by the Politburo. (Clause 2, Article 5 of Decree 105/2012/ND-CP)

2. Titles entitled to organize a National Funeral in Vietnam

Officials currently serving or having previously served in one of the Titles stipulated in Clause 1, Article 21 of Decree 105/2012/ND-CP, upon their death, are entitled to a National Funeral:

- Politburo Member, Secretary of the Central Committee of the Communist Party;

- Vice President of the Socialist Republic of Vietnam;

- Deputy Prime Minister of the Government of the Socialist Republic of Vietnam;

- Vice Chairman of the National Assembly of the Socialist Republic of Vietnam;- Chairman of the Central Committee of the Vietnam Fatherland Front;

- Chief Justice of the Supreme People’s Court;

- Director of the Supreme People's Procuracy;

- General of the People’s Armed Forces;

- Senior General of the People’s Armed Forces who were revolutionary activists before August 1945.

In case the deceased held one of the above Titles but was disciplined with the form of dismissal, the organization of the funeral follows the form of the funeral for officials and public employees. (Clause 1, Article 21 of Decree 105/2012/ND-CP)

3. Titles entitled to organize a High-Ranking Funeral in Vietnam

Specifically, in Article 34 of Decree 105/2012/ND-CP, Titles entitled to organize a High-Ranking Funeral include:

- Officials and public employees who are currently serving or have ceased holding their Titles under the management of the Politburo or Secretariat of the Central Committee of the Communist Party (excluding those Titles entitled to a State Funeral or a National Funeral);

- Revolutionary activists before January 1, 1945 (senior revolutionaries) or officials who operated in the South during the anti-American period (1954 - 1975) awarded the First-Class Independence Order or higher;

- Outstanding social, cultural, scientific activists (awarded the Ho Chi Minh Prize - individual award) and awarded the First-Class Independence Order or higher;

- Outstanding social, cultural, scientific activists (awarded the Ho Chi Minh Prize - individual award) who are Heroes of the People’s Armed Forces, Heroes of Labor.

In case the deceased held one of the above Titles but was disciplined with the form of demotion or dismissal, the funeral is organized in the form of the funeral for officials and public employees.

4. Titles entitled to organize a Funeral for Officials and Public Employees in Vietnam

- Officials and public employees who are currently working or retired, upon their death, are entitled to a funeral for officials and public employees (excluding Titles entitled to a State Funeral, National Funeral, High-Ranking Funeral).

- In case officials and public employees are disciplined with the form of dismissal, the funeral is not organized in the form of a funeral for officials and public employees.
