1. Who is the union member?
According to Clauses 1 and 2, Article 1 of the Charter of the Ho Chi Minh Communist Youth Union term X, stipulates the members as follows:
- A member of the Ho Chi Minh Communist Youth Union is an advanced Vietnamese youth, striving for the ideals of the Communist Party of Vietnam and President Ho Chi Minh with a spirit of patriotism and national self-reliance;
Having a healthy, thrifty, and honest lifestyle; being active and exemplary in study, labor, social activities, and national defense; closely associated with the youth; strictly abiding by the laws of the State and the Charter of the Union.
- Vietnamese youth aged between 16 and 30, who are actively studying, working, and defending the Fatherland, learned about the Union and approved its Charter. Volunteers to work in a grassroots organization of the Union, with a clear background, will be considered for admission to the Union.
2. The process of developing union members in Vietnam
The process of developing union members according to Instruction 22 HD/TWDTN dated June 28, 2013 is as follows:
* Step 1: The grassroots Youth Union and Youth Union organize propaganda to introduce the Youth Union to the youth, through the types of organization and operation methods of the Youth Union, Association, and Team.
* Step 2: Branches and grassroots unions develop a plan to admit members.
- Making a list of advanced youth and mature team members.
- Selecting subjects according to the membership admission criteria.
- Assigning union members to help, estimating time for training, and organizing admission.
* Step 3: Branches and grassroots unions foster education and train youth to join the Youth Union.
- Opening a refresher course on learning about the Union and selecting young people who are qualified for admission (where conditions can grant a certificate of having studied through a refresher course on learning about the Union for young people).
- In places where it is not possible to open concentrated classes, there are suitable forms for young people to study, research, and then test.
* Step 4: Carry out the procedures and organize the admission of new members.
- The Youth Union guides the youth to self-declare and write an application (according to the form of the union membership book).
- The branch meeting considers and reports to the executive committee of the superior delegation.
- The Executive Board of the superior delegation shall issue a decision to approve the admission.
- The Youth Union organizes the admission of new members and awards the Union Badge and the membership card.
- Complete records to manage union members, continue to train, and create conditions for new members to practice.
For places where there is no branch, the executive committee of the grassroots union or the grassroots branch shall carry out the process of developing union members and decide on the admission of members.
3. Rights and duties of union members in Vietnam
Rights and duties of union members according to Articles 2 and 3 of the Charter of the Ho Chi Minh Communist Youth Union term X are as follows:
* Members have the following duties:
- Always striving for the ideals of the Party and Uncle Ho. Actively studying, working, and practicing, participating in social activities, and building and defending the Fatherland.
- Being exemplary in observing and mobilizing young people to implement the Party's guidelines and the State's policies and laws. Participating in building and protecting the Party, government and mass organizations. To abide by the Charter of the Union and its resolutions; actively propagate the Youth Union organization among the youth; participate in group activities; and pay union fees in accordance with regulations.
- Closing contact with young people, actively building the Vietnam Youth Union, Vietnam Student Association and other members of the Vietnam Youth Union, Ho Chi Minh Young Pioneers; helping youth and team members become union members; participating in Union activities at the place of residence.
* Members have the right to:
- Requesting the organization of the delegation, protecting their legitimate rights and interests, and being helped and facilitated to strive for maturity.
- Standing for, nominating, and electing the leading bodies of the Union at all levels.
- Being informed, discussing, questioning, criticizing, voting, proposing, and reserving their opinions on the work of the Union.
