On February 1, 2016, the Ministry of Public Security issued Circular 07/2016/TT-BCA to specifically enumerate the codes in the personal identification number.
Circular 07 stipulates that the identification codes in the personal identification number include:
- Code of the province or centrally-controlled city where the citizen is registered for birth;- Code of the countries where the citizen is registered for birth;- Code of the birth century, code of the gender, code of the birth year.
The above codes must be kept confidential in accordance with the law on protecting state secrets.
Additionally, Circular 07 also stipulates that the following agencies have the authority to collect, update, and edit information in the Citizen Identity Database:
- The Head of the Citizen Identity Management Agency, where the citizen’s identity card issuance, renewal, or reissuance application is received, decides to collect and update information about the citizen into the Citizen Identity Database during the procedures for issuing, renewing, or reissuing the Citizen Identity Card.- The Head of the Citizen Identity Management Agency under the Ministry of Public Security decides to edit information about the citizen in the Citizen Identity Database; connect the Citizen Identity Database with the National Population Database and other databases to collect, update, and share information about the citizen.
