Organizational system of the Mobile Police Forces in Vietnam

Pursuant to the provisions of Clause 1, Article 17 of the Law on Mobile Police 2022, the organizational system of the Mobile Police includes:

- Mobile Police Command;

- Mobile police of provincial-level police.

Tasks of the Mobile Police Forces in Vietnam

Pursuant to the provisions of Article 9 of the Law on Mobile Police 2022, the Mobile Police Forces have the following tasks:

- Advising the Minister of Public Security on armed measures to protect national security, ensure social order and safety; to build a revolutionary, regular, elite, and modern Mobile Police.

- Using armed measures is mainly to combat acts of rioting and terrorism.

- Using armed measures and other working measures to perform the following tasks:

+ Attacking, preventing subjects from taking hostages, using violence to infringe on or threaten to infringe on the life, health, and property of individuals or organizations;

+ Dissolution of mass gatherings causing disturbances to security and order;

+ Protecting important political, economic, diplomatic, scientific - technical, cultural, and social events and objectives and protecting the transportation of special goods;

+ Patrol and control to ensure security and order.

- Developing and rehearsing plans to perform the above tasks. The Minister of Public Security shall prescribe the process of formulating and implementing the Mobile Police's plan.

- Training and fostering command, military, martial arts, techniques, and tactics for Mobile Police officers and soldiers and officers, soldiers, and trainees in the People's Public Security; assuming the prime responsibility for, and coordinating training in, anti-terrorism work for specialized forces and forces mobilized to participate in counter-terrorism; participating in professional security training for security forces of ministries, branches, and localities in accordance with law.

- Managing, training, and using professional animals to protect national security, ensure social order and safety.

- Performing rituals in the People's Police and important events as prescribed.

- Coordinating and supporting forces in the People's Police and other agencies, organizations, units, and forces in protecting national security, ensuring social order and safety, fighting against and preventing crime, preventing, combating, and overcoming disasters, natural disasters, and epidemics; searching, rescuing; building a movement of all people to protect national security.

- Performing other duties as prescribed by the Law on People's Public Security and relevant laws.

Powers of Mobile Police Forces in Vietnam

Pursuant to the provisions of Article 10 of Law on Mobile Police 2022, the Mobile Police Forces have the following powers:

- Using weapons, explosives, supporting tools, vehicles, and professional technical equipment as prescribed in Article 15 of the Mobile Police Law 2022.

- Bringing weapons, explosives, combat gear, vehicles, and technical equipment to the airport or to board a civilian aircraft to perform a task in one of the following cases:

+ Fighting terrorism, rescuing hostages; repressing subjects committing dangerous acts using weapons and explosives;

+ Special cargo transportation protection; escorting the accused or defendants of particularly serious crimes;

+ Using aircraft specifically mobilized by competent authorities for the Mobile Police to promptly deal with complicated security and order cases.

- Preventing and disabling unmanned aircraft and ultralight flying vehicles that directly attack, threaten to attack, or violate the protection target of the Mobile Police within the no-fly zone and restricted-flying area as prescribed by the Prime Minister.

- Handling administrative violations in accordance with the law on handling of administrative violations.

- Mobilize civil people, vehicles, and equipment from agencies, organizations, and individuals in Vietnam according to the provisions of Article 16 of the Law on Mobile Police 2022 and relevant laws.

- Requesting agencies, organizations, and individuals to provide diagrams and designs of works, headquarters, houses, and vehicles, except for defense works, military zones, and vehicles under the management of the Ministry of National Defense, may enter offices of agencies, organizations, and individuals' residences as prescribed in Article 13 of the Law on Mobile Police 2022 to fight terrorism and rescue hostages.

- Other powers as prescribed by the Law on People's Public Security and relevant laws.
