Supplementing Multiple Types of Documents into the System of Legal Normative Documents from 2021

Recently, the National Assembly officially passed the amended 2020 Law on the Promulgation of Legal Documents. One noteworthy point in this Law is that from January 1, 2021, the system of legal documents will undergo many changes.

To be specific:, in Clause 1 of Article 1 of the Amended Law on Promulgation of Legal Documents 2020, a number of provisions in Article 4 of the Law on Promulgation of Legal Documents 2015 are amended and supplemented. In addition to the current legal normative documents, this Law adds the following types of documents to the legal normative document system:

- Inter-agency resolutions between the Standing Committee of the National Assembly, the Government of Vietnam, and the Presidium of the Central Committee of the Vietnam Fatherland Front.

- Inter-agency circulars between the Chief Justice of the Supreme People's Court and the Chief Procurator of the Supreme People's Procuracy; inter-agency circulars between Ministers, heads of ministerial-level agencies with the Chief Justice of the Supreme People's Court and the Chief Procurator of the Supreme People's Procuracy.

- Inter-agency circulars between the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy, the State Auditor General, and Ministers, heads of ministerial-level agencies. Inter-agency circulars between Ministers and heads of ministerial-level agencies are not issued.

Thus, according to the provisions of the Amended Law on Promulgation of Legal Documents 2020, from January 1, 2021, there will be additional types of documents considered to be legal normative documents.
