1. Commendation principles in Vietnam

According to Article 3 of Decree 91/2017/ND-CP, the commendation principles are as follows:

- The form of commendation must be suitable to the subjects, functions, and assigned tasks of the collective, individual, and achievements.

- Commendation must be based on conditions, standards, and achievements and not necessarily be in the form of low-level rewards to be rewarded at higher levels. Pay attention to rewarding small collectives and individuals who directly work, produce, study, work, fight, or serve in combat.

Not give multiple rewards for an achievement. The form of commendation in batches, thematically, shall not be considered as conditions and criteria for requesting state-level commendation.

When there are many individuals and collectives that meet the same conditions and criteria, a female individual or a collective with a female percentage of 70% or more shall be selected for consideration and commendation.

For female leaders and managers, the time spent holding a position to consider and reward the dedication process is reduced by 1/3 compared to the general regulations; in cases where the retirement age is specified higher, the period of holding a position for consideration and reward for the dedication process shall comply with the general regulations.

2. Summary of commendation forms in Vietnam according to Decree 91/2017/ND-CP

Summary of commendation forms in Vietnam according to Article 13 of Decree 91/2017/ND-CP include:

- Commendation according to merits and achievements is a form of commending collectives and individuals for outstanding achievements or excellent completion of assigned tasks, contributing to the cause of national construction and defense.

The level of excellent completion of tasks for collectives and individuals shall be awarded according to regulations on consideration, evaluation, and recognition.

- Batch (or thematic) commendation is the reward for collectives and individuals achieving outstanding achievements after the end of an emulation round by the President, Prime Minister, Ministers, Presidents of People's Committees at all levels, heads of agencies, organizations, and units launched.

- Irregular commendation means rewarding collectives and individuals for making unexpected achievements.

Extraordinary achievements are achievements outside the program, plan, or task that the collective or individual must undertake.

Extraordinary exceptional achievement is an extraordinary achievement achieved at a particularly excellent level when bravely saving people and property of the people and the State either in combat, in combat service, or in exceptional achievement in areas recognized by the region or the world.

- Commendation for the process of dedication is rewarding to individuals who have a history of participating in activities during the revolutionary period, holding leadership and managerial positions in state agencies, non-business units, political organizations, and socio-political organizations, having merits and outstanding achievements, and contributing to the revolutionary cause of the Party and the nation.

- Annual commendation means rewards for individuals belonging to the People's Army and People's Public Security who have made achievements and have time to participate in the construction of the people's armed forces according to regulations.

- External commendation means rewarding foreign collectives and individuals with achievements in contributing to the construction and defense of the Vietnamese Fatherland in one of the following fields: Political, economic, cultural, social, security, defense, diplomatic, or other field.
