1. Principles of consideration and recognition of the title of Excellent Lecturer in Vietnam

According to Article 4 of Circular 13/2022/TT-BQP, the consideration and recognition of the title of Excellent Lecturer is based on the following principles:

- Based on the standards of good teachers prescribed at each level.

+ Grassroots level: Evaluation of teaching practice results through contests, lectures combined with inspection and testing, and results of completing school year tasks according to the standards of good teachers and good teachers prescribed in this Circular.

+ Ministry of National Defense: Set up a Council of the Ministry of National Defense to approve the application file according to the standards of good lecturers and good teachers prescribed in Circular 13/2022/TT-BQP.

- Ensuring accuracy, fairness, publicity, democracy, transparency, objectivity, substance, and honesty.

- In accordance with the guidelines and lines of the Party, policies and laws of the State, and regulations of the Ministry of National Defense.

- The results of the consideration of good teachers and good teachers at the grassroots level must be approved by the committee of the same level before summarizing and reporting to the competent authorities for consideration and decision.

2. Standards for the title of excellent lecturer at the Ministry of National Defense in Vietnam

2.1. General standards of the title of excellent lecturer at the Ministry of National Defense

General criteria for the title of excellent lecturer at the Ministry of National Defense are specified in Article 12 of Circular 13/2022/TT-BQP, specifically as follows:

(1) Regarding political, ideological, and moral qualities

- Having strong political will, absolute loyalty to the Fatherland, People, Party, and State. Firmly grasping and properly applying the basic views of Marxism-Leninism, Ho Chi Minh's ideology; strictly abiding by the guidelines and lines of the Party, policies, the laws of the State, the order, the charter of the Army, the regulations of the unit, and the place of residence.

- Having good moral qualities, exemplary, clean, and healthy lifestyle, that is trusted by the school, faculty (subject), and students.

- The school years must be assessed and classified as officers who have completed their tasks well or higher; For preschool teachers, the school years must meet professional standards at the level of Good or higher.

(2) Having three consecutive years, or four non-consecutive years, of winning the title of Good Teacher, Excellent Teacher at the grassroots level, in which the year is adjacent to or coincides with the year of application for consideration and recognition of the title of Good Lecturer or Excellent Teacher of the Ministry of National Defense;

Particularly for preschool teachers, having 01 year of being an excellent teacher at the whole army level organized by the General Department of Politics or being a good teacher at the provincial or city level or higher.

Subsequent review does not count the achievements of the previous review that have been recognized.

(3) Having met the criteria for scientific research specified in Section 2.2.

2.2. Criteria for scientific research of the title of excellent lecturer at the Ministry of National Defense in Vietnam

Specifically, in Article 13 of Circular 13/2022/TT-BQP, stipulating the standards for scientific research for the title of excellent lecturer at the Ministry of National Defense, as follows:

(1) For teachers of academies, officer schools, and universities, by the year of consideration, they must fully meet the following criteria:

- The main author of 03 scientific articles that have been published in specialized and interdisciplinary scientific journals, conference proceedings at the university level or higher.

- Lead 01 topic or 02 grassroots scientific research initiatives (approved by the Head of the General Staff, the Head of the General Department of Politics, the Head of the General Department, or the Head of the school management level) or more, or participate in 02 or more ministerial-level scientific research projects that have been accepted and assessed as Pass or higher.

- Editor-in-Chief 02 or participated in compiling 03 textbooks, documents, or main author 02 reference books, monographs used in teaching for training subjects of the school.

- Guide 02 graduate students or 02 trainees to train specialists, residents, or 03 university students who have successfully defended graduation theses, projects, or graduation theses; or 02 students who won third prize or more at ministerial, national, and international competitions, youth and creativity awards, participating in Olympic competitions; or 02 students studying grassroots-level scientific topics are evaluated and accepted as Pass or above.

(2) For teachers of colleges and intermediate schools; Military schools of military zones, corps, Hanoi Capital High Command, Ho Chi Minh City High Command, and non-commissioned officer schools up to the year to be considered, they must fully meet the following criteria:

- Main author of 02 articles published in specialized journals, conference proceedings at the grassroots level.

- Leading 02 or participating in 03 grassroots-level scientific research topics and initiatives. Leading 02 or participating in 02 grassroots-level scientific research topics and initiatives (approved by the Head of the General Staff, the Head of the General Department of Politics, the Head of the General Department, and the Head of the school management level) or higher has been accepted, assessed as Pass or higher.

- Editor-in-Chief 01 or participated in compiling 02 textbooks and materials used in teaching for training subjects of the school.
