Here are some issues related to admission of party members and recognition of official party members according to Instruction 01-HD/TW 2021:

Form of voting to decide or propose to admit party members, recognize official party members, or remove names from the list of party members

Voting to issue a resolution or decision requesting admission of a party member, recognition of an official party member, or removal from the list of party members shall be done by secret ballot or by voting with a party membership card decided by the conference of the branch and the meeting of the committee.

In case the voting rate is not sufficient as prescribed to issue a resolution or decision, the voting result must be fully reported to the competent committee for consideration and decision.

Responsibilities of the temporary cell to those who join the Party and regarding the recognization official Party members in Vietnam

(1) Admission of party members

- If the person who is in the process of considering admission is officially introduced by the Party committee at the workplace, the branch office of the agency or unit where the person temporarily lives appoints official party members to monitor and help. When eligible, the branch sends comments to the branch where the applicant to join the Party officially works for consideration and admission to the Party according to regulations.

- After the decision of the Party Committee competent to admit Party members is issued, the branch where the resolution has been issued to request admission shall organize the admission of Party members and carry out procedures for introducing party members to temporary party activities at the branch where they study and work.

(2) Recognition of official party members

- When a party member's reserve period expires, the branch where the reserve member's temporary living area is located shall carry out the procedures specified in Point 4, Instruction 01-HD/TW, and send it to the branch where the party member is officially living. to consider the recognition of official party members.

- When there is a decision of the Party Committee competent to recognize official party members, the branch committee where the party member is living officially announces the decision in the most recent session of the Party cell; and notifies the party organization where the party member is temporarily living.

Procedures and methods to calculate party age for party members in Vietnam

- Party age of a party member is calculated from the date a competent authority signs the decision to admit a party member (In case a person has left the Party and has previously been confirmed with party age, the party age cannot be recalculated according to this regulation).

For those who have been removed from the Party and have been examined and verified by competent authorities and concluded that they have been unjustly or wrongly removed from the party since being removed from the Party until now, without violating the party membership status, the party membership rights will be restored, and the party age is counted continuously. Party members are responsible for paying the full amount of party fees to the cell during the interruption of party activities, according to the amount of party fees prescribed during that time.

Re-admitted party members must make a declaration of their party's age and report to the cell; the branch shall verify and report to the grassroots Party Committee; and the grassroots Party Committee shall appraise and report to the immediate superior Party Committee. The Standing Committee of the superior Party Committee directly considers and issues a decision to recalculate the party age for party members (The recalculation of party age for expelled party members has a definite time in accordance with the Party Charter, term II; the time of loss of contact with the party organization and the interruption due to changing party activities shall comply with this provision).

Time limit for using documents in the application for admission to the Party in Vietnam

(i) After 12 months from the date of making the application for admission to the Party, if the Party cell has not yet considered the application for admission, the following documents must be re-done:

- Written introductions of official party members assigned to help people join the Party.

- Resolution on introducing union members to the Party of the grassroots Ho Chi Minh Communist Youth Union Executive Committee or grassroots branch collectives; grassroots trade union executive committee.

- Verification document to supplement the background of the person joining the Party if there are any changes compared to the time of the previous verification.

- Additional comments on the socio-political organizations where the person joining the Party lives and the Party committee or branch where he/she resides are required for applicants to join the Party.

(ii) Past 60 months from the date the applicant is granted the certificate of having attended the Party awareness training class but the Party cell has not considered the application for admission, the branch must introduce people to the Party to re-learn to receive a new certificate before considering and enrolling.
