After more than 10 years of implementing the guidelines of the Communist Party, the policies, and laws of the State on national defense and security education (QP-AN), the work of QP-AN education across the country has achieved many important results, creating positive changes.
However, the national defense and security education work has revealed several shortcomings and weaknesses. Therefore, to overcome these limitations and at the same time create developmental steps in national defense and security education, meeting the requirements and tasks in the new phase, transforming the awareness and responsibility of the entire Communist Party, all people, and all armed forces towards the cause of defending the Fatherland, it is necessary to promulgate the Law on National Defense and Security Education.
Thus, on June 19, 2013, at the 5th session, the National Assembly of the Socialist Republic of Vietnam, Session XIII, passed the Law on National Defense and Security Education, effective from January 1, 2014.
The Law on National Defense and Security Education consists of 8 chapters and 47 articles.

- Chapter III: Fostering National Defense and Security knowledge.
- Chapter IV: Disseminating National Defense and Security knowledge to the entire population.
- Chapter V: Teachers, lecturers, reporters, and propagandists in National Defense and Security Education.
- Chapter VI: Funding for National Defense and Security Education.
- Chapter VII: Duties and powers of agencies and organizations regarding National Defense and Security Education.
- Chapter VIII: Implementation provisions.
Regarding the scope of regulation, this law provides principles, policies, basic content, and forms of National Defense and Security Education; the duties and powers of agencies, organizations, and the rights and responsibilities of citizens regarding National Defense and Security Education.
The subjects of applicability of this law are Vietnamese agencies, organizations, and citizens; foreign organizations and individuals residing or operating within the territory of Vietnam are required to comply with the provisions of this law and relevant laws on National Defense and Security Education.
The law explicitly states that the objective of National Defense and Security Education is to educate citizens on national defense and security knowledge to promote patriotism, the tradition of nation-building and defending the country, national pride, and self-respect; to enhance the sense of responsibility and voluntarily perform national defense and security duties to defend the Socialist Republic of Vietnam.
The law strictly prohibits acts of exploiting National Defense and Security Education activities to propagandize, distort the Party's policies, and the State's laws; disclose state secrets; propagate hostile policies, and cause division of the national unity bloc; infringe upon the interests of the State, and the lawful rights and interests of organizations and individuals. It prohibits obstructing the implementation of National Defense and Security Education and other acts as prescribed by law.
The State ensures resources for National Defense and Security Education activities. The law prescribes National Defense and Security Education in schools. Specifically, elementary and secondary schools integrate National Defense and Security Education through the content of subjects in the curriculum combined with extracurricular activities appropriate for the age group.
For high schools, professional secondary schools, technical secondary schools, vocational colleges, and higher education institutions, National Defense and Security Education is a required subject.
For schools of state agencies, political organizations, and socio-political organizations, National Defense and Security Education is also a required subject according to the framework program of the Ministry of National Defense.
The Law on National Defense and Security Education also stipulates the fostering of National Defense and Security knowledge for subjects within state agencies, political organizations, and socio-political organizations; for managers of non-state enterprises and non-public public service providers; for prominent individuals and reputable people in the community.
The law also stipulates the dissemination of National Defense and Security knowledge to the entire population through reporters, propagandists, mass media, and other forms in the community. Especially, it is required to disseminate National Defense and Security knowledge to people in border areas, islands, mountainous regions, remote and isolated areas; in enterprises and non-public public service providers.
Funding for National Defense and Security Education tasks is ensured according to the provisions of the Budget Law, the Enterprise Law. The law clearly stipulates that the Government of Vietnam uniformly manages state affairs, and the Ministry of National Defense chairs, in cooperation with central and local ministries and sectors, to assist the Government of Vietnam in performing state management of National Defense and Security Education.
