This is a new regulation mentioned in the Draft Decree on administrative penalties in the fields of security, order, social safety; social evils prevention; fire prevention and fighting; domestic violence prevention.

Recently, there have been various incidents of molestation and sexual harassment against women, but the penalty for such acts has been as light as 200,000 VND. This has caused public outrage and fear that such depraved behavior may continue if stronger sanctions are not imposed to deter offenders.

In response to this situation, the Ministry of Public Security has drafted a Decree to replace Decree 167/2013/ND-CP, which includes a provision to increase the fine for acts of molestation and sexual harassment up to a maximum of 5,000,000 VND, specifically stipulated in Point d, Clause 4, Article 5 as follows:
Article 5. Violations of public order regulations
…
4. A fine ranging from 3,000,000 VND to 5,000,000 VND shall be imposed for any of the following acts:
…
d) Molestation, sexual harassment;
Refer to additional provisions in the Draft regarding administrative sanctions in the fields of security, order, social safety; prevention and control of social evils; fire prevention and fighting; prevention and control of domestic violence. If this Draft is approved, it will replace Decree 167/2013/ND-CP.
