1. Who are Ho Chi Minh Communist Youth Union officials in Vietnam?
According to Article 1 of the Regulation promulgated together with Decision 289/QD-TW dated February 8, 2010, the following subjects belong to the Ho Chi Minh Communist Youth Union (referred to as union officials):
- Persons holding the title of branch secretary, deputy secretary, grassroots union secretary or higher.
- Those who work in specialized agencies of the Youth Union and directly work in youth unions, associations, groups, and movements at the district level or equivalent or higher.
- Youth assistants, youth committee officers in the People's Army; members of the Youth Affairs Committee at all levels in the People's Public Security.
2. Rights and obligations of Ho Chi Minh Communist Youth Union officials in Vietnam
Rights and obligations of officials of the Ho Chi Minh Communist Youth Union according to Articles 5 and 6 of the Regulation promulgated together with Decision 289/QD-TW dated February 8, 2010, are as follows:
2.1. Rights of union officials
- To be fully informed, to consult with the Party committees, leaders, and employers on policies and plans for implementing tasks of agencies, units, localities, and enterprises related to union work and youth work.
- To be allocated an appropriate time and create favorable conditions to organize and participate in the activities of the Union.
- To be given priority in studying and fostering to improve professional political theory, knowledge, and understanding of economy, culture, society, national defense, and security... to serve unions, associations, teams, youth movements, and other tasks.
- To enjoy regimes and policies according to general regulations of the Party and State and this Regulation.
- To be assigned suitable work when they are too old to work as a union cadre.
2.2. Obligations of union officials
- Loyalty to the Communist Party of Vietnam, the Socialist Republic of Vietnam and the Vietnamese people; steadfast in the goals and ideals of the Ho Chi Minh Communist Youth Union; to take the lead in the cause of national construction and defense.
- Being exemplary in performing civic duties; following the guidelines and policies of the party, the laws of the State and regulations of agencies and units employing employees;
Model compliance with the Charter of the Ho Chi Minh Communist Youth Union, the assignment of the leadership collective, the standing committees of the same level, and the leadership and direction of the superior organization.
- Devotion to union work and the youth movement; respect for and a close relationship with union members, youth, teenagers, children, and the people. Uphold the sense of responsibility in protecting the legitimate rights and interests of union members, youth, teenagers, and children.
- Actively studying and researching to improve the level of political theory, expertise, professionalism, health training, and teamwork skills.
- Union officials at each level, each locality, and each unit must be an example for union members and young people to follow.
3. General standards of cadres of Ho Chi Minh Communist Youth Union in Vietnam
General standards for cadres of the Ho Chi Minh Communist Youth Union according to Article 7 of the Regulation promulgated together with Decision 289/QD-TW dated February 8, 2010 are as follows:
- Having the spirit of patriotism, loyalty to the Fatherland, devotedly serving the people, and steadfastness in the goal of national independence and socialism; well implement the guidelines and lines of the Party, policies and laws of the State.
- Need for thrift, integrity, righteousness, justice, and impartiality. Have a sense of organization, discipline, and honesty, no chance; are enthusiastic, dynamic, creative, and capable of organizing gatherings, closely sticking with and gaining the trust of union members, youth, teenagers, children, and other people.
- Having a good understanding of political theory, viewpoints and lines of the Party, policies, and laws of the State;
The educational, professional, foreign language, and computer skills are suitable to the requirements of the assigned working position; the person either grew up in a union movement, association, or team, participated in youth movement activities, or was trained and fostered in the skills, profession, and knowledge of youth activities.
- Having good health; appearance suitable for transportation work; The age of union cadres is regulated according to their assigned positions and may be more than 1 to 2 years old to suit specific work requirements.
