Time limit for receipt of the commendation dossiers in Vietnam

Pursuant to Clause 1, Article 48 of Decree 91/2017/ND-CP, the Central Committee for Emulation - Commendation shall receive the commendation dossiers in the following timeline:

- The deadline to submit to the Prime Minister for consideration and awarding the title of "National Emulation Fighter" is the year adjacent to the year in which a decision on recognition of the title of Emulation Fighter is issued at the ministerial, department, branch, provincial, or central mass organization level. Dossier to be sent to the Central Committee for Emulation - Commendation no later than October 31 every year;

- Dossier to submit to the Government for gifting the "Government's emulation flag" and send it to the Central Committee for Emulation - Commendation before March 31 every year. The education and training system is submitted before October 15 every year;

- Dossiers on commendation according to merits and achievements shall be sent to the Central Committee of Emulation - Commendation no later than June 30 every year (except for the case of unexpected reward, commendation for the process of dedication and reward for external affairs). The education and training system is submitted before October 15 every year.

- Dossier to submit to the Prime Minister, request the President to confer the title "Hero of Labor", "Hero of the People's Armed Forces" and send it to the Central Committee for Emulation and Commendation starting from 5 January 1 and ending on February 28 of the year the National Patriotic Emulation Congress is held.

Time limit for appraisal of commendation dossiers in Vietnam

Pursuant to Clause 2, Article 48 of Decree 91/2017/ND-CP, the Central Committee for Emulation and Commendation shall appraise the commendation dossiers and submit them to the Prime Minister within 20 working days (30 working days for cases requiring medical consultation), from the date of receipt of complete dossiers and procedures as prescribed. The consideration of dossiers of application for conferring the title of Hero or "National Emulation Soldier" shall comply with the operation regulations of the Central Committee for Emulation and Commendation.

- Time limit for appraisal of commendation dossiers at commune and district levels of provinces and centrally run cities and at agencies, organizations, and units of central ministries, departments, branches, and mass organizations:

Forms of commendation according to merits and achievements fall under the decision-making authority of communes, districts, and agencies, organizations and units of central ministries, departments, branches and mass organizations: the emulation and commendation agency shall appraise commendation dossiers and submit them to competent authorities within 20 working days from the date of receipt of complete dossiers as prescribed.

- Time for appraisal of commendation dossiers at ministries, departments, branches, provinces, and central mass organizations:

The form of commendation falls under the decision-making competence of ministries, departments, branches, provinces, central mass organizations, and emulation and commendation agencies, to appraise commendation dossiers and submit them to competent authorities within 25 working days from the date of receipt of complete dossiers as prescribed.

The submission of rewards according to merits and achievements at the State level, within 20 working days (30 working days for forms of commendation: "Independence Order", "Ho Chi Minh Order", "Golden Star Order"; the title of Hero, the title of "Vietnamese Heroic Mother"; title of Teacher, Doctor, Artist, Artisan; "Ho Chi Minh Prize", "State Award", "National Emulation Soldier"), from the date of receipt of complete dossiers as prescribed, ministries, departments, branches, provinces, and central mass organizations shall consider and submit them to the Prime Minister.

Time limit for notification of commendation results in Vietnam

Pursuant to Clause 3, Article 48 of Decree 91/2017/ND-CP, the time limit for notification of reward consideration results is as follows:

- After receiving the commendation decision of the President, Prime Minister, within 10 working days, the Central Committee for Emulation - Commendation shall copy the decision and notify the commendation results to the ministries, departments, branches, provinces, and central mass organizations for commendation;

- After receiving the commendation decision of the competent authority, within 10 working days, the reward-submitting agency shall notify and send reward results to the commended cases;

- For cases where the conditions, criteria, and dossiers are not satisfied as prescribed, within 10 working days from the date of receipt of complete dossiers as prescribed, the Central Committee for Emulation and Commendation shall notify in writing ministries, departments, branches, provinces, and central mass organizations for commendation submission.
