1. What is the framework of occupational skills for defense workers?

According to Clause 3, Article 3 of Decree 83/2016/ND-CP, the occupational skill qualification framework of defense workers is a framework for classifying occupational skill levels based on the description according to the criteria of: the nature and extent of the work to be performed; scope, situation, degree of flexibility, creativity and coordination, responsibility in performing work.

Specifically, the occupational skill of defense workers is the ability to apply professional knowledge in practice at working positions arranged according to task requirements.

2. Regulations on the framework of occupational skill qualifications for defense workers in Vietnam

The occupational skill qualification framework for defense workers working in fields corresponding to the civil industry and occupation shall comply with the provisions of the national occupational skill qualification framework.

Specifically, according to Article 5 of Decree 83/2016/ND-CP, the framework of occupational skills for defense workers working in specific industries and occupations of the army, specifically at each level in Vietnam, is as follows:

* Tier 1:

- Being able to perform simple and repetitive tasks in fixed situations;

- Having basic professional knowledge and understanding of the profession's activities in a narrow range in a number of assigned fields; being able to apply knowledge and understanding to perform the work as directed;

- Having ability to receive, record, and transmit information as required and participate in teamwork; be partly responsible for the work results and products made.

* Tier 2:

- Being able to perform routine tasks;

- Having basic professional knowledge and understanding of the profession's activities in a wide range of assigned fields;

- Having ability to judge, judge, and interpret information; have the ability to be autonomous when working in groups; take basic responsibility for the work results and products made.

* Tier 3:

- Being able to perform common and complex tasks in certain situations;

- Having professional knowledge, basic knowledge of principles and theories, and understanding of professional activities in a number of assigned fields; applying knowledge and understanding to come up with solutions to solve and handle a number of complex technical and professional problems when performing work;

- Having ability to recognize, analyze, and evaluate information from various sources; be able to work independently in some cases when performing work; be mainly responsible for the results of the work, the products made.

* Tier 4:

- Being able to perform basic, complex jobs with many choices in a number of different situations;

- Having professional knowledge, knowledge of principles and theories, and a broad understanding of the profession's activities in the assigned fields; applying knowledge and understanding to come up with solutions to solve and handle a number of complex technical and professional problems and some requirements of management when performing work;

- Having ability to recognize, analyze, and evaluate information from various sources; Ability to work independently and guide others in the team or group when performing work; ...

* Tier 5:

- Being able to perform most complex jobs, jobs with many choices in many different situations;

- Having in-depth professional knowledge, broad knowledge of principles and theories, and a deep and wide understanding of the profession's activities in a number of assigned fields;

- Having ability to analyze and evaluate information from various sources and use the results of analysis and evaluation to make opinions and recommendations for management and research purposes; Autonomy, the ability to work independently; ...

* Tier 6:

- Performing complex jobs with many choices in all situations;

- Having in-depth professional knowledge, broad knowledge of principles and theories, and a deep and wide understanding of the profession's activities in the assigned fields and understanding in a number of other fields;

- Knowing how to analyze and evaluate information and having the ability to generalize to give opinions and initiatives; working independently and autonomously; Ability to manage and direct teams and groups in the process of performing work; ...

* Tier 7:

- Performing all complex jobs in all situations;

- Having in-depth professional knowledge, broad knowledge of principles and theories, a deep and wide understanding of the profession's activities in the assigned fields, and a broad understanding in a number of other fields;

- Having ability to analyze and evaluate information and generalize to come up with effective ideas and initiatives; working independently and having a high degree of autonomy; Ability to manage and direct teams and groups in the process of performing tasks; ...
