The Ministry of Finance of Vietnam has just issued Circular 18/2020/TT-BTC providing guidance on the registration and use of accounts at the State Treasury in Vietnam.

The units and organizations in Vietnam shall prepare the Account Use Registration Form and Seal, Signature Specimen according to Form 01/MTK issued attached to Decree 11/2020/ND-CP, in which, they must ensure the regulations on the registration of signature and seal specimens as stipulated at point a Clause 1 Article 8 Circular 18/2020/TT-BTC. To be specific:

2. Seal Specimen:
- The seal specimen registered for transactions with State Treasury in Vietnam is the seal registered with the Police Authority, impressed twice clearly.
- For security and defense agencies: The seal specimen must be registered with the internal security unit.
- For Project Management Boards with incomplete legal status (without a separate seal): The investor’s seal as regulated in the Project Management Board Establishment Decision shall be used, and the investor's seal specimen must be registered with the State Treasury where the unit registers its transaction account.
