1. Selection criteria for reserve officer training

According to Clause 1, Article 4 of Decree No. 78/2020/ND-CP stipulating the subjects of selection for training reserve officers, they include:

- Professional soldiers and non-commissioned officers preparing to be demobilized;

- Reserve non-commissioned officers, cadres, civil servants, public employees, and citizens who have graduated from university or higher;

- Students graduating from university

2. Reserve officer training selection criteria

The criteria for selection and training of reserve officers according to Clause 2, Article 4 of Decree No. 78/2020/ND-CP stipulate as follows:

- General standard:

+ The subjects specified in Section 1 have a clear political history of their family and themselves, are members of the Communist Party of Vietnam or have enough political criteria to foster and develop into the Communist Party of Vietnam.

+ Having strong political will, good moral character, and absolute loyalty to the party, homeland, and people; have the necessary qualifications, professional knowledge, education, and age for each subject

+ Health from grade 01 to grade 03 according to the regulations on health selection for military recruitment and enrollment of the Minister of Health and the Minister of National Defense.

Specific standards:

+ Professional soldiers, non-commissioned officers about to be demobilized, reserve non-commissioned officers who have held the position of deputy platoon leader or squad officer and equivalent;

Graduated from upper secondary school or higher, if lacking, selected to graduate from lower secondary school, with ethnic minority people choosing to have an education level of grade 7 or higher; the age for professional servicemen is not more than 35; non-commissioned officers about to be demobilized and reserve non-commissioned officers shall not exceed 30 years;

+ Cadres, civil servants, and public employees under the age of 35; reserve officers in medicine and pharmacy under the age of 40; political reserve officers who must be members of the Communist Party of Vietnam;

+ Citizens with a university degree or higher who are under the age of 35; university graduates who are under the age of 30.

3. Regulations on selection, consideration, and training of reserve officers

The selection, consideration, approval, and training of reserve officers according to Article 6 of Decree 78/2020/ND-CP stipulates as follows:

(1) The district-level military commands select cadres, civil servants, public employees, citizens with university degrees or higher, and reserve non-commissioned officers who work, work, or reside in the district and report to the Provincial Military Command, Ho Chi Minh City Command, and Hanoi Capital Command for approval.

The Provincial Military Command and the Ho Chi Minh City Command requested the Military Zone Command for appraisal. After the appraisal results of the Military Zone Command and the approval results of the Hanoi Capital Command, the district-level Military Command shall submit to the Chairman of the People's Committee at the same level for decision to call each person to train as a reserve officer.

(2) Except for academies and schools under the Ministry of National Defense in Vietnam and the Ministry of Public Security, the Ministry of Education and Training of Vietnam assigns quotas and guides academies and universities in selecting and approving students who graduate from universities to train as reserve officers.

Appraise the results of consideration and approval; request the Minister of National Defense to decide; Directors and principals of academies and universities give the decision of the Minister of National Defense to call for the training of reserve officers to each student.

(3) Units directly subordinate to units under the Ministry of National Defense in Vietnam organize the recruitment of professional soldiers and non-commissioned officers who are about to be demobilized to train reserve officers according to the assigned plan. The subordinate unit of the Ministry of National Defense in Vietnam appraises personnel and decides to call each person to train as a reserve officer.

(4) The subjects selected to train reserve officers specified in (1), (2), and (3) are responsible for strictly complying with the provisions of law on recruitment and training of reserve officers and for complying with the competent authority's decision to call for reserve officer training.

(5) Ministries and provincial-level People's Committees assigned to select sources for training reserve officers are responsible for ensuring the interests of those who are called to train reserve officers in accordance with the law.

(6) Funding sources:

- Funds to ensure the selection and training of reserve officers for professional soldiers and non-commissioned officers preparing for demobilization shall be allocated by the state budget in the annual expenditure estimate of the Ministry of National Defense in Vietnam;

- Funds for selection and training of reserve officers for reserve non-commissioned officers, cadres, civil servants, public employees, and citizens who have graduated from university or higher shall be covered by the local budget;

- Funds to ensure the selection and training of reserve officers for students graduating from university shall be allocated by the state budget in the annual expenditure estimate of the Ministry of Education and Training of Vietnam.
