1. Regulations on reward for party organizations and party members in Vietnam
According to Regulation 24-QD/TW dated July 30, 2021, rewards for party organizations and party members are as follows:
* Forms of reward in the Party:
- For party organizations: Praise, award certificates of merit, present flags, award medals, and other honorary titles of the Party and State.
- For Party members: Commendation, awarding certificates of merit, party badge for 30 years, 40 years, 45 years, 50 years, 55 years, 60 years, 65 years, 70 years, 75 years, 80 years, 85 years, and 90 years old party; awarded medals, medals, and other honorary titles of the Party and State.
* Authority to reward:
- Party cell: Praising the party group and its members in the branch.
- Partial Party Committee: Praise the party organization and party members in the party committee.
- Grassroots cell: Praise and award certificates of merit to Party members in the branch. Grassroots Party Committee: Praise and award certificates of merit to party organizations and party members in the Party Committee.
- District Party Committee (and equivalent): Giving certificates of merit to party organizations and party members in the party committee.
- Provincial Party Committee (and equivalent): Giving certificates of merit, flags to party organizations, giving Party Badges for 30 years, 40 years, 45 years, 50 years, 55 years, 60 years, 65 years, 70 years, 75 years , 80 years, 85 years, and 90 years of party life; and giving certificates of merit for party members in the party committee.
- The awarding of medals and other noble titles to party organizations and party members complies with the regulations of the Politburo, the Secretariat, and the law on emulation and commendation.
* Criteria, objects, and reward procedures:
- Criteria and objects for giving the Party Badge:
+ Party members who have been active in the revolution for a long time, have kept their party membership, and have 30 years, 40 years, 45 years, 50 years, 55 years, 60 years, 65 years, 70 years, 75 years, 80 years , 85 years, or 90 years of party age or more will be awarded the Party Badge.
+ Party members who are seriously ill or have died may be considered for awarding or posthumously conferring the Party Badge early, but not for more than one year; Party members of 70 years, 75 years, 80 years, 85 years, or 90 years of party age or more, if seriously ill, may be considered for the early Party Badge, but must not exceed two years as prescribed.
+ At the time of consideration for awarding the Party Badge, Party members who have been disciplined about the Party have not yet been considered for gifting; after 6 months (for reprimand discipline), 9 months (for warning discipline), and 1 year (for dismissal discipline), if the defects are well corrected, they will be recognized by the Party cell and will be considered and awarded the Party Badge.
- The awarding of certificates of merit, certificates of merit, and flags to party organizations; the awarding of certificates of merit and certificates of merit to Party members; and the procedures for considering and conferring the Party Badge and other forms of commendation within the Party shall comply with the guidance of the Central Organization Committee.
* The value of the gift is accompanied by the Party's reward forms.
- Giving gifts together with other forms of commendation, medals, and other noble titles shall comply with the general regulations of the State.
- The accompanying gifts for Party members who are awarded the Party Badge and other forms of commendation within the Party are uniformly regulated, the funding source is deducted from the general reward fund of localities and branches or a part from party finance under the guidance of the Central Organization Department and the Central Office of the Party.
2. Bonuses, funding for rewards within the Party in Vietnam
Bonuses and funds for commendation in the Party according to Guideline 01-HD/TW dated September 28, 2021 are as follows:
- Bonuses attached to other forms of commendation by the Party and the State shall comply with the regulations of the Secretariat, the Government's decree, and the guidance of the party and state financial agencies.
- Annually (at the end of the third quarter), the organization's agencies and organizations of the Party committees shall make estimates of the next year's reward budgets for the Party committees and report them to the standing committees of the Party committees of provinces, cities, ministries, and branches to transfer to state agencies, finance agencies at all levels to synthesize into general reward funds of all levels of committees, committees, ministries, branches and localities.
