1. Regulations on registration of reserve officer titles in Vietnam

Registration for reserve officer rank under Article 9 of Decree 78/2020/ND-CP is as follows:

(1) Subjects registered for the rank of reserve officer:

- Officers and cadres being professional soldiers, when they stop serving active duty, they still fully meet the criteria and conditions of reserve officers;

- Professional soldiers, non-commissioned officers about to be demobilized, and reserve non-commissioned officers who have been trained as reserve officers;

- Cadres, civil servants, public employees, and citizens who have graduated from university or higher, and students who have graduated from university, have been trained as reserve officers;

- Those who graduated from the training of Commanders of the Communal Military Commands of the grassroots military branch have been conferred the rank of reserve officer.

(2) The subjects specified in (1) of this section may not register for the rank of reserve officer in the following cases:

- Being prosecuted for criminal liability;

- Being sentenced to prison or to non-custodial reform;

- Illegally exiting or staying abroad illegally;

- Failure to meet prescribed health standards.

(3) The specified subjects who are being examined for penal liability and have a decision from a competent authority not to commit a crime may register for the rank of reserve officer.

2. Regulations on medical examination and check-up for reserve officers in Vietnam

The medical examination and check-up for reserve officers in Vietnam according to Article 13 of Decree 78/2020/ND-CP is as follows:

* Subjects of medical examination and check-up:

- The subjects specified in (1) of this Section 1 shall have a medical examination before going to train reserve officers;

- Reserve officers who have been arranged for and appointed to the reserve mobilization unit shall have their health checked every two years;

- Reserve officers who have not yet been arranged for or appointed to the mobilization reserve unit shall have their health checked when there is a need for mobilization.

* Make a plan for medical examination and check-up:

- The district-level military command, based on the number of reserve officers residing in the locality, the selection quota for training reserve officers, shall coordinate with the district-level health department in planning medical examination and examination for reserve officers who have been arranged and appointed to reserve mobilization units and select subjects to train reserve officers, then submit it to the district-level People's Committee for approval;

- Agencies and organizations under ministries, provincial-level People's Committees and academies and universities located in district-level areas have the responsibility to cooperate with the local district-level military commands in the medical examination and examination of reserve officers and subjects selected to train reserve officers.

* Organization of health check-ups:

- The district-level military service health examination council provides medical examination for people selected to train reserve officers; the health examination team examines reserve officers according to the plan of the district-level People's Committee; the health examination team takes responsibility before the law for the conclusion of the medical examination and classification;

- The commander of the district-level military command has the responsibility to summon reserve officers and selected subjects to train reserve officers for medical examination and examination;

- The commanders of the commune-level military commands, agencies, and organizations shall have to send the summons for medical examination and examination of the district-level military commands to each subject subject to medical examination and examination;

- Reserve officers and subjects selected to train reserve officers for medical examination and examination must present a summons for medical examination and examination from the Commander of the district-level Military Command; identity card (or citizen identification card); or a reserve officer's card;

- Professional soldiers and non-commissioned officers who are about to be demobilized are selected to train as reserve officers, which is planned and organized by the Health Examination Council of the unit directly under the Ministry of National Defense.

* Conclusion and classification of health of reserve officers and subjects selected to train reserve officers shall comply with regulations on health classification standards for military recruitment and enrollment issued by the Minister of Health and the Minister of Defense.

* Management of medical records of reserve officers, subjects selected to train reserve officers:

- The reserve officer's health book is made by the district-level health examination team and managed by the district-level military command; the results of the reserve officer's health examination are fully recorded in the health book of each reserve officer for management;

- The medical examination sheet of the subjects selected to train as reserve officers shall be made according to the form of the medical examination form for military service and military enrollment made by the district health examination council;

When the health check-up is completed, it shall be handed over to the district-level Military Command (subjects are cadres, civil servants, and public employees; citizens with university degrees or higher; and reserve non-commissioned officers); or handed over to a higher education institution (for university graduates) to complete training records for reserve officers;

- Health cards of professional soldiers and non-commissioned officers who are about to be demobilized and are selected to train reserve officers, prepared by the Health Examination Council of the units directly under the Ministry of National Defense;

When the health check is completed, the health card is handed over to the units to complete the training file for reserve officers;

- Results of medical examination and examination shall be kept in the reserve officer's file.

* Funding:

- Funds for medical examination for professional soldiers and non-commissioned officers who are about to be discharged from the army shall be allocated by the state budget in the annual expenditure estimate of the Ministry of National Defense;

- Funding for medical examination and examination for reserve non-commissioned officers, cadres, civil servants, public employees, and citizens who graduated from university or higher and reserve officers who have been arranged and appointed to reserve mobilization units; reserve officers who have not yet been arranged or appointed to the reserve mobilization unit are guaranteed by the local budget;

- Funding for medical examinations for students upon graduation from university shall be arranged by the state budget in the annual expenditure estimate of the Ministry of Education and Training.
