1. Regulations on distribution and management of party membership cards in Vietnam

Regulations on distribution and management of party membership cards according to Instruction 01-HD/TW dated September 28, 2021 are as follows:

* Issuance and management of party membership cards:

- Party membership card is an important certification of a party member, issued when a party member has been officially recognized as a party member.

Officially recognized party members at a party organization under the Party Committee of the Ministry of Foreign Affairs shall be considered and issued a party membership card by the Party Committee of the Ministry of Foreign Affairs.

The Party Committee of the Ministry of Foreign Affairs is responsible for managing party cards when party members move party activities abroad and handing over party cards to party members when they return home.

- If a party member dies, the family member of that party may keep his/her membership card.

- If a Party member is expelled, has his name removed, or is removed from the Party by other means, the branch shall have to collect his/her party card and submit it to the immediate superior committee.

- Party members or party organizations that detect the use of Party member cards in contravention of regulations, lost, stolen, or faked party cards must promptly report them to the Party Committee.

- The technical inspection of party membership cards according to the guidance of the Central Organizing Committee.

* Responsibilities of the Party Committees in issuing and managing party membership cards:

- Party committee at grassroots level: make a list of party members who are proposed to be issued with a card, consider and carry out procedures for requesting the immediate superior party committee to consider issuing party member cards and re-issue lost or damaged party member cards. After receiving the decision to issue cards from the competent party committee, the branch shall organize the distribution of party member cards at the meeting of the branch; annually, the branch shall check the cards of its members.

- Directing superior committees of grassroots party organizations: Consider and issue decisions to issue party member cards and re-issue lost or damaged party membership cards; make a list of party members who are issued cards in the party committee; write party membership cards; and manage party card handouts.

- Provincial Party Committees, Party Committees and Party Committees directly under the Central Government: direct, guide, and inspect subordinate party committees to issue and manage party membership cards; provide an annual report to the Central Organizing Committee.

2. Rights and duties of party members in Vietnam

The rights and duties of party members in Vietnam, according to Articles 2 and 3 of the Charter of the Communist Party of Vietnam 2011 are as follows:

* Party members have the right to:

- To be informed and discuss issues on the political platform, the Party's Charter, the lines, guidelines, and policies of the Party; vote on the work of the Party.

- To stand for, nominate, and elect the leading bodies of the Party at all levels according to the regulations of the Central Committee.

- To criticize and question activities of party organizations and party members at all levels within the organization; report, make recommendations to the responsible agencies, and request answers.

- To present opinions when the party organization reviews, decides on work, or enforces discipline against them.

Reserve members have the above rights, except for the right to vote, stand for election, and elect the Party's leadership body.

* Party members have the following duties:

- Being absolutely loyal to the Party's revolutionary ideals, strictly abiding by the political platform, the Party's charter, the Party's resolutions and directives, and the State's laws; successfully completing the assigned tasks; fully submitting to the Party's assignment and maneuvering.

- Constantly studying, practicing, and improving knowledge, working capacity, political qualities, revolutionary ethics, and a healthy lifestyle; fighting against individualism, opportunism, partiality, bureaucracy, corruption, waste, and other negative manifestations.

Complying with the Central Committee's regulations on what party members can't do.

- Maintaining close contact with the people, respecting and promoting the people's right to mastery, taking care of their material and spiritual lives, and protecting their legitimate interests;

Actively participating in mass work, social work at work and at home; propagandizing and mobilizing families and people to implement the Party's guidelines and policies and the State's laws.

- Participating in building and protecting the Party's lines, policies, and organization; obeying discipline, maintaining unity and unity in the Party; regularly self-critiquing and critiquing; being honest with the Party; doing member development work; participating in party activities; and paying party fees in accordance with regulations.
