Proposal on the Fee for Issuance of Citizen Identification Cards

The Ministry of Finance has recently issued a Draft Circular providing guidance on the collection, submission, and management policies of fees for issuing citizen identification cards with a fee of VND 70,000 for new issuance and reissuance, and VND 50,000 for replacement per citizen identification card.

Draft Circular stipulates that the fee-paying subjects are Vietnamese citizens from 14 years old and above when applying for the initial issuance, renewal, or replacement of citizen ID cards. In cases where there are errors in the citizen ID card information due to mistakes by the citizen ID management agency, the fee is waived.

Compared to the previous regulations, the Draft Circular has abolished two cases where the fee was waived: citizens from 14 years old and above applying for the initial issuance of citizen ID cards and renewing citizen ID cards when they turn 25, 40, and 60 years old. Thus, in general, Vietnamese citizens from 14 years old and above are required to pay a fee when applying for the issuance or renewal of citizen ID cards.

According to the Draft Circular, the proposed fee levels are as follows:

- New issuance, replacement: 70,000 VND/citizen ID card.- Renewal: 50,000 VND/citizen ID card.

For citizens residing in mountainous commune-level towns; border communes; island districts, the fee for the issuance, replacement, or renewal of citizen ID cards is only 50% of the specified fee.

Compared to Circular 170/2015/TT-BTC, the proposed fee for replacement and renewal remains unchanged.

Additionally, citizens are exempt from fees if they meet any of the following conditions:

- Citizens who were previously issued a 9-digit ID card or a 12-digit ID card now switching to a citizen ID card according to the Law on Citizen Identification;- Renewal due to state-mandated administrative boundary changes;- Renewal or replacement for citizens who are parents, spouses, children under 18 of martyrs; invalids and those entitled to policies as invalids; children under 18 of invalids and those entitled to policies as invalids; sick soldiers; citizens in highland communes according to regulations of the Ethnic Committee; citizens from poor households according to the law;- Renewal or replacement for citizens under 18 years old, orphans of both parents, with no support.

Thus, in addition to reasonably stipulating the citizen ID card fee levels, the Draft Circular also proposes exemption and reduction policies for certain subjects to support and alleviate some of their economic burdens.

The fee collection will be organized by the following three agencies:

- Department of Police Registration of Residence and National Database on Population - General Department of Police - Ministry of Public Security;- Department of Administrative Management of Social Order Police of provinces, centrally managed cities;- District, district-level police under provincial, centrally managed city police and equivalent administrative units.

The organizing agency will remit 100% of the collected fees to the state budget. Additionally, the cost of new issuance, renewal, and replacement of citizen ID cards will be covered by the state budget according to the law on state budget decentralization. The cost of implementing the citizen ID card issuance includes the following specific activities:

- Purchasing plastic materials for producing basic citizen ID cards;- Purchasing security blanks for producing basic citizen ID cards;- Processing and producing basic citizen ID cards at H57-General Department IV-Ministry of Public Security;- Delivering citizen ID cards;- Maintenance services, replacing consumables, individualization printing system consumables;- Central system maintenance;- Maintenance and repair of systems in 16 localities;- Printing forms and consumables for the citizen ID card issuance system at the central and local police levels;- Consumables for individualization printing.

The Circular is expected to take effect on January 1, 2017.

Currently, the Ministry of Finance is collecting feedback on the Draft Circular on their electronic information portal.
