Proposal for the new procedures for issuing, changing, and reissuing Citizen Identity Cards in Vietnam

The Ministry of Public Security is seeking comments on a draft Circular regulating the procedures for issuing, exchanging, and reissuing Citizen Identity Cards in Vietnam. According to the Draft, the Ministry of Public Security proposes the process for issuing, exchanging, and re-issuing new Citizen Identity Cards as follows:

Step 1: Citizens present the necessary documents to verify personal information.

Step 2: Officers receive the application and verify the information provided by the citizen.

The officer checks and verifies the information provided by the citizen on the Citizen Identification Information Receipt in the software used to receive Citizen Identity Card applications, comparing it with the information on the documents presented by the citizen.

The citizen's information in the software is obtained from the national population database.

If the information matches, proceed to the next step.

If the information does not match, the citizen is requested to present other valid documents to verify their information. If these documents are valid, the citizen's information in the software is updated and the process moves to the next step.

If the citizen's information is not in the national population database, the citizen is required to present other valid documents to verify the information on the Citizen Identity Card application. If sufficient evidence is provided, the citizen's information is entered and the process moves to the next step.

If the information does not meet the requirements during verification, the application is returned to the citizen with a clear explanation of the reason.

New point: The provision of information will be done electronically through the Citizen Identification Information Receipt in the software, instead of filling out a paper form as currently done.

Step 3: Collection of the citizen's fingerprints.

If the citizen's fingerprint data is not available in the Citizen Identity Card database: Collect the fingerprint clusters of the four fingers on the right hand, the fingerprint clusters of the four fingers on the left hand, and the fingerprints of the two thumbs. Collect the rolled fingerprints of all ten fingers in the following order: right thumb, right index finger, right middle finger, right ring finger, right little finger, left thumb, left index finger, left middle finger, left ring finger, left little finger.

If the citizen's fingerprint data is already available in the Citizen Identity Card database: Collect the fingerprint clusters of the four fingers on the right hand, the fingerprint clusters of the four fingers on the left hand, and the fingerprints of the two thumbs.

If all ten fingerprints cannot be collected, describe and record the uncollected fingerprints.

Step 4: Capture the citizen's portrait photo.

Step 5: Print the Citizen Identification Information Receipt.

Print the Citizen Identification Information Receipt, give it to the citizen for verification, and have the officer who received the information sign and write their full name.

If the citizen needs to adjust the information compared to the previously issued Citizen Identity Card or the information in the national population database or Citizen Identity Card database, the basis, content of the adjustment, and the adjusted information will need to be entered and printed on the Citizen Identification Information Adjustment Receipt. This receipt is given to the citizen for verification. The officer who received the information signs, writes their full name on this receipt, and keeps it in the file of the issued, changed, or reissued Citizen Identity Card.

Step 6: Collect the fee.

According to Article 4 of Circular 59/2019/TT-BTC, the fee for issuing a Citizen Identity Card is as follows:

- Changing from a 9-digit or 12-digit Identity Card to a Citizen Identity Card: 30,000 VND per card.

Reissuing a Citizen Identity Card due to damage, changes in information such as surname, middle name, given name, physical characteristics, gender, hometown, or errors in the card information, or upon a citizen's request: 50,000 VND per card.

Reissuing a Citizen Identity Card in case of loss and restoration of Vietnamese citizenship according to the regulations of Vietnamese nationality: 70,000 VND per card.

Step 7: Hand over the appointment slip for the result

The receiving agencies include:

  • District-level police units
  • Administrative Management Police Department for Social Order and Safety

The Director of the Administrative Management Police Department for Social Order and Safety approves the issuance, change, and reissuance of Citizen Identity Cards.

Processing time:

+ At district-level police units: Complete the processing, approval of applications, and transfer of electronic data for issuing, changing, and reissuing Citizen Identity Cards to the National Population Data Center within the following timeframes:

  • For cities and towns: 1.5 working days for issuing and changing Citizen Identity Cards, and 5 working days for reissuing Citizen Identity Cards, starting from the date of receiving complete applications for issuing, changing, and reissuing Citizen Identity Cards.
  • For mountainous, highland, border, and island areas: within 10 working days from the date of receiving complete applications for issuing, changing, and reissuing Citizen Identity Cards.
  • For other areas: within 5 working days from the date of receiving complete applications for issuing, changing, and reissuing Citizen Identity Cards.

At the Administrative Management Police Department for Social Order and Safety: Within 2 working days from the date of receiving the application, the processing and transfer of electronic data to the National Population Data Center must be completed.

At the Administrative Management Police Division for Social Order and Safety:

  • For electronic data received from the police units in provinces and centrally-run cities: Within 2 working days for issuing and changing, and 5 working days for reissuing Citizen Identity Cards, starting from the date of receiving complete electronic data. The Director of the Administrative Management Police Department for Social Order and Safety must complete the processing, approval, and printing of the Citizen Identity Cards.
  • For applications received by the National Population Data Center: within 4 working days from the date of receiving the application, the processing, approval, and printing of the Citizen Identity Cards must be completed.

Within 3 working days from the date of printing the Citizen Identity Cards, they must be delivered to the place where the procedures for issuing, changing, and reissuing Citizen Identity Cards are conducted.

Therefore, according to the proposal of the Ministry of Public Security, the process of issuing, changing, and reissuing Citizen Identity Cards will consist of 7 steps. However, this process is currently under review, and once it is approved, Lawnet will update and provide the information to our customers and members as soon as possible.
