This content is recorded in Official Dispatch 873/HTQTCT-CT of the Department of Civil Status, Nationality, and Authentication (Ministry of Justice) regarding the thorough implementation of certification for Résumés.
The current situation shows that recently the authentication of signatures on citizen Résumés has not been conducted in accordance with Decree 23/2015/ND-CP, causing disadvantages to citizens when using their Résumés. Therefore, the Department of Civil Status, Nationality, and Authentication requests the Departments of Justice in the provinces and cities to direct the People's Committees at the commune level, the Department of Justice, and notarization practicing organizations to note:
- Absolutely refrain from commenting on the compliance with policies, laws, regulations, etc., of the Communist Party, State, and localities in the Résumés of citizens;
- Only authenticate the signature of the requester on the Résumé in accordance with the guidance in Section 3, from Article 23 to Article 26 of Decree 23/2015/ND-CP.
In cases where agencies or organizations violate the provisions of Decree 23 in authenticating signatures on citizen Résumés, the Department of Justice is responsible for reporting to the competent authorities for handling according to legal regulations.
