1. Procedures for the appointment of Deputy Prime Minister in Vietnam

Pursuant to Article 35 of Resolution 102/2015/QH15, the procedures for deciding the structure of the number of Government members; approving the Prime Minister's proposal for the appointment of the Deputy Prime Minister, Minister, and other members of the Government of Vietnam are as follows:

- The National Assembly shall decide on the structure of the number of Government members in the following order:

+ The Prime Minister shall submit to the National Assembly the structure of the number of Government members;

+ The National Assembly's Legal Committee submits the verification report;

+ National Assembly deputies discuss at the National Assembly Delegation; The President of the National Assembly may hold meetings with the heads of the National Assembly delegations and invite the Prime Minister to attend to discuss related issues;

+ The National Assembly Standing Committee shall report to the National Assembly the results of discussions at the National Assembly Delegation;

+ The Prime Minister shall report to the National Assembly on the explanation and absorption of opinions of National Assembly deputies;

+ The National Assembly discusses and votes on a resolution on the structure of the number of Government members.

- The National Assembly approves the Prime Minister's proposal for the appointment of the Deputy Prime Minister, Ministers, and other members of the Government in the following order:

Step 1: The Prime Minister submits the list to the National Assembly for approval on the appointment of Deputy Prime Ministers, Ministers, and other members of the Government;

Step 2: The National Assembly deputies discuss at the National Assembly Delegation; The President of the National Assembly may hold meetings with the heads of the National Assembly delegations and invite the Prime Minister to attend to discuss related issues;

Step 3: The Standing Committee of the National Assembly shall report to the National Assembly the results of discussions at the National Assembly Delegation;

Step 4: The Prime Minister reports to the National Assembly on the explanation and absorption of the opinions of the National Assembly deputies;

Step 5: The National Assembly establishes a vote-counting committee;

Step 6: The National Assembly approves the Prime Minister's proposal on the appointment of Deputy Prime Ministers, Ministers, and other members of the Government by secret ballot;

Step 7: The Vote Counting Committee announces the results of counting and voting;

Step 8: The National Assembly discusses and votes on a resolution approving the Prime Minister's proposal on the appointment of Deputy Prime Ministers, Ministers, and other members of the Government.

2. General standards for the Deputy Prime Minister in Vietnam

Pursuant to Section 2.12 of Regulation 214-QD/TW of 2020, the general standards for the Deputy Prime Minister are as follows:

To fully ensure the common standards of a member of the Politburo, the Secretariat, or the Central Committee, it is necessary to have the following qualities and capabilities: Capable of strategic planning;

To be decisive and timely in deciding on difficult and complex issues related to the executive field.

To have extensive knowledge of state management in the fields of socio-economics, national defense, security, and foreign affairs of the country;

To have in-depth knowledge of the assigned field.

To have the capacity to concretize the Party's guidelines and resolutions into mechanisms, policies, and laws of the State and direct the organization to effectively implement them.

To have the ability to detect limitations and weaknesses in the field of responsibility and propose solutions to overcome them.

To be an official member of the Central Committee for a full term and, at the same time, have experienced and successfully completed tasks in key leadership positions at the provincial level or in key positions of central committees, ministries, branches, and mass organizations.
