1. When is it eligibe to apply for the title of Emulation Fighter?

According to Article 9 of Decree 91/2017/ND-CP, the title of Emulation Fighter is as follows:

- The title "National Emulation Fighter" is considered and awarded to the individual with the best typical achievements, selected among individuals who have twice consecutively won the title of Emulation Fighter at the ministerial, departmental, provincial, or central mass organizations level.

Initiatives (technical solutions, management solutions, working solutions, operational solutions, solutions for applying technological advances) or scientific research topics must be applied in practice with high efficiency and influence throughout the country to serve as a basis for consideration and award of the title "National emulation fighters."Intelligence and creativity in combat and combat service (for the Armed Forces) must be highly effective and have a nationwide influence.

The recognition of the effectiveness of application and the scope of influence of scientific research initiatives and topics shall be considered and recognized by the heads of ministries, departments, branches, provinces, and central mass organizations.

The recognition of ingenuity and creativity in combat, combat service, and sphere of influence shall be considered and recognized by the Minister of Public Security or the Minister of National Defense of Vietnam.

- The title of "emulation fighter" at the ministry, department, branch, province, or central level is considered and awarded to individuals with outstanding typical achievements among individuals who have won the title of "Basic Emulation Fighter" three times in a row.

Scientific research initiatives and topics as a basis for considering and awarding the title of Emulation Fighter at the ministerial, departmental, provincial, and central mass organizations by the heads of ministries, departments, branches, provinces, and central mass organizations for review and acknowledgement. The Minister of Public Security or the Minister of National Defense of Vietnam shall consider and recognize combat and combat service ingenuity and creativity.

- The title "Basic Emulation Fighter" is considered and awarded annually to individuals who meet the following criteria:

+ Qualified for the title of "Advanced Laborer" or "Advanced Soldier";

+ Having initiatives to increase labor productivity, increasing work efficiency recognized by the establishment or having scientific research projects that have been accepted and applied at agencies, organizations, or units; or cleverly and creatively in combat, in combat service, excellently completing tasks recognized by the unit.

The proportion of individuals who are recognized with the title of "grassroots emulation fighter" shall be prescribed accordingly by ministries, departments, branches, provinces, and central mass organizations based on practical situations, but not more than 15% of the total number of individuals who have won the title of "Advanced Laborer" or the title of "Advanced Soldier".

2. Procedures for considering and awarding the title of "National Emulation Fighter" in Vietnam

As stipulated in Article 49 of Decree 91/2017/ND-CP, the procedures and Applications for consideration and award of the title of "National Emulation Fighter" are as follows:

2.1. Application for consideration for the title of National Emulation Fighter in Vietnam

The application submitted to the Prime Minister of Vietnam consists of two sets (originals), including:

(1) Reports of ministries, departments, branches, provinces and central mass organizations;

(2) Report on the achievements of the individual requesting the award of the title of "National Emulation Fighter" certified by the level to be submitted to the Prime Minister;

(3) Meeting minutes and secret ballot results of the Ministry, Department, Branch, Province, and Central Mass Organizations Emulation and Commendation Council;

(4) Competent authority certification of the effectiveness of application and scope of influence of the initiative, scientific research topic, or cleverness and creativity in combat or combat service.

2.2. Procedures for awarding the title of "National Emulation Fighter"

Step 1:

The Central Committee for Emulation-Commendation shall appraise the Application, report to the Standing Committee of the Central Emulation and Commendation Council and collect opinions from relevant agencies according to regulations, based on conditions and standards, then submit The Prime Minister will consider and decide.

Step 2:

The Application of the Central Committee for Emulation-Commendation shall be submitted to the Prime Minister in one set (original), including: the report of the Central Committee for Emulation-Commendation (attached to the list) and all relevant documents prescribed in regulations specified in Section 2.1.

3. Application for consideration and award of the title of "Emulation Fighter" at all levels in Vietnam

In Clause 2, Article 50 of Procedures for, the application for consideration and award of emulation titles at all levels is as follows:

Application for consideration and award of the emulation title has one set (original), including:

(1) A written request for consideration and award of the emulation title;

(2) Report on individual and group accomplishments;

(3) Meeting minutes to consider emulation;

(4) Certificate of the competent authority for the initiative, scientific research topic, or cleverness and creativity in combat; combat service in case of requesting the title of "Emulation fighter" Department; Emulation fighters at the ministerial, departmental, branch, provincial, and central mass organizations.
