Principles of patrol and control activities of the Mobile Police in Vietnam

Currently, according to Circular 54/2022/TT-BCA, the principles of patrol and control activities of the Mobile Police are as follows:

- Complying with the provisions of Circular 54/2022/TT-BCA, other relevant provisions of law, and the Ordinance of the People's Public Security; strictly implement plans and plans approved by competent authorities.

- Promptly detecting, preventing, and handling illegal acts; proactively suppressing people who obstruct or oppose official duty performers in accordance with the law.

- Officers and soldiers of the Mobile Police, when performing patrol and control activities, must use uniforms, police badges, pennants, badges, and identity cards of the People's Public Security in accordance with the law and the Ministry of Public Security.

- Officers and soldiers of the Mobile Police, when deployed to patrol and control activities, are entitled to a fostering regime as prescribed by law.

- When dealing with people and people who commit acts of violating the law on security and order, they must have proper and appropriate manners, attitudes, and culture.

- It is strictly forbidden to take advantage of patrol and control activities to harass and trouble the People, infringe upon the interests of the State, the lawful rights and interests of organizations and individuals, or commit other illegal acts.

Formulation and approval of plans for patrol and control of the Mobile Police in Vietnam

The formulation and approval of the patrol and control plan of the Mobile Police in Vietnam is as follows:

- Units under the Mobile Police Command from the battalion level and above that patrol and control are responsible for formulating plans for patrolling, controlling, and protecting targets; plans to patrol and control independently or in collaboration with police units and localities to patrol and control complex areas, areas, targets, and routes in terms of security and order under the direction of a competent person or in case of necessity.

- The mobile police unit of the provincial-level police department that conducts patrol and control activities is responsible for formulating a plan for regular patrol and control; including plans for patrolling and controlling by theme or during peak periods.

- The plan for patrol and control includes the following basic contents: purpose, requirements; time, scope; tasks, measures, and methods of implementation; direction, assignment of tasks, and coordination among forces; guaranteed conditions.

- The Minister of Public Security shall approve the patrol and control plan developed by the Mobile Police Command in case of necessity when the area, target, or route is complicated in terms of security, order or when there are important political events related to the scope of management of many units and localities;

- The Mobile Police Commander decides and approves the patrol and control plan developed by the affiliated units. As for the plan to coordinate patrolling and control at the request of the Police of units and localities within the area, and target, the battalion level of the Regiment, Union, and Training Center assigned to be in charge of must be built by the Regiment, Union, and Training Center level and reported to the Mobile Police Commander for decision and approval;

- The Director of the Provincial Police Department shall decide and approve the patrol and control plan developed by the Protection Police Division, the Mobile Police Regiment, and the Mobile Police Department of the Provincial Public Security;

- The head of the immediate superior shall approve the plan for patrolling and controlling the construction by the subordinates.

** Development and approval of patrol and control plans shall comply with the regulations of the Minister of Public Security.

**The management and use of patrol and control plans and plans shall comply with the provisions of law and the Ministry of Public Security.
