As regulated in Clause 4 Article 6 of the Circular No. 58/2020/TT-BCA:

"Article 6. Responsibilities of vehicle owners

4. Within 30 days from the date on which the ownership transfer document is issued, the purchaser, recipient, distributor or inheritor of the vehicle shall apply for the vehicle registration certificate and the license plate."

Accordingly, within 30 days from the day on which the seller buys the vehicle, the applicant shall follow the procedures for registration of the motorcycle or car with the competent authority.

Article 7 of the Circular No. 58/2020/TT-BCA (amended by Clause 2 Article 3 of the Circular No. 15/2022/TT-BCA) is elaborated as follows:

For this change, the people will save the time when the procedures for registration of motorcycles and cars are carried out because the appointment date and the ordinal number are provided.

Any citizen who is not required to directly go to the vehicle registration agency to make declaration about information and wait for a period of time, not counting to the condition that the vehicle owner brings not enough documents to complete the documents. This will help the inhabitants save time and power as well as travel costs when applying for vehicle registration.
