Ministry of Public Security of Vietnam's Official Announcement on the Design of chip-mounted citizen identity card

Circular 06/2021/TT-BCA specifically regulates the shape, dimensions, content, specifications, and some notes regarding the Citizen Identity Card (CIC) as follows:

Regarding shape and dimensions: The CIC is rectangular with a width of 53.98 mm ± 0.12 mm, a length of 85.6 mm ± 0.12 mm, a thickness of 0.76 mm ± 0.08 mm, and four rounded corners with a radius of r = 3.18 mm ± 0.3 mm.

Regarding content:

- The front side of the CIC includes the following information:

+ On the left, from top to bottom: National emblem of the Socialist Republic of Vietnam, 12 mm in diameter; photo of the cardholder, size 20 x 30 mm; Date of expiry;

+ On the right, from top to bottom: SOCIALIST REPUBLIC OF VIET NAM; Independence - Freedom - Happiness; CĂN CƯỚC CÔNG DÂN/Citizen Identity Card; chip symbol; QR code; Số/No; Họ và tên/Full name; Ngày sinh/Date of birth; Giới tính/Sex; Quốc tịch/Nationality; Quê quán/Place of origin; Nơi thường trú/Place of residence;

- The back side of the CIC includes the following information:

+ On the left, from top to bottom: Đặc điểm nhân dạng/Personal identification; Ngày, tháng, năm/Date, month, year; CỤC TRƯỞNG CỤC CẢNH SÁT QUẢN LÝ HÀNH CHÍNH VỀ TRẬT TỰ XÃ HỘI/DIRECTOR GENERAL OF THE POLICE DEPARTMENT FOR ADMINISTRATIVE MANAGEMENT OF SOCIAL ORDER; signature, full name of the authorized card issuer; seal with the national emblem of the issuing agency; electronic chip.

+ On the right, from top to bottom: Two boxes for Left index finger and Right index finger of the cardholder.

+ MRZ line.

Back side of the chip-mounted citizen identity card

Regarding specifications:

- Both sides of the Citizen Identity Card have a blue pattern transitioning from yellow to green in the center. The front side of the card includes: Vietnam administrative map, bronze drum, traditional decorative patterns. The back side of the Citizen Identity Card includes: Patterns combined with lotus images and interwoven curved lines;

- The national emblem and the citizen's portrait are printed directly in color on the Citizen Identity Card;

- The color of the information on the Citizen Identity Card:

+ The lines "SOCIALIST REPUBLIC OF VIET NAM"; Independence - Freedom - Happiness; "Citizen Identity Card"; chip symbol; Số/No; Họ và tên/Full name; Ngày sinh/Date of birth; Giới tính/Sex; Quốc tịch/Nationality; Quê quán/Place of origin; Nơi thường trú/Place of residence; Date of expiry; Đặc điểm nhân dạng/Personal identification; Ngày, tháng, năm/Date, month, year; CỤC TRƯỞNG CỤC CẢNH SÁT QUẢN LÝ HÀNH CHÍNH VỀ TRẬT TỰ XÃ HỘI/DIRECTOR GENERAL OF THE POLICE DEPARTMENT FOR ADMINISTRATIVE MANAGEMENT OF SOCIAL ORDER; Left index finger; Right index finger are blue;

+ The lines "CĂN CƯỚC CÔNG DÂN"; seal with the national emblem of the Citizen Identity Card issuing agency are red;

+ Citizen Identity Card number; personal information of the cardholder; expiry date; left index finger print photo, right index finger print photo; personal identification information of the cardholder; the date of issue; full name, middle name and surname, signature of the authorized card issuer; MRZ line, QR code are black;

- The electronic chip storing basic citizen information is attached on the back side of the Citizen Identity Card.

Detailed content can be viewed at Circular 06/2021/TT-BCA which comes into force in Vietnam from January 23, 2021, replacing Circular 61/2015/TT-BCA and Circular 33/2018/TT-BCA.

Note: Citizen Identity Cards issued before the effective date of Circular 06/2021/TT-BCA remain valid in Vietnam until the expiry date as prescribed; upon request, citizens can convert to a Citizen Identity Card as per the provisions of this Circular. Legal documents already issued using information from Citizen Identity Cards issued before the effective date of this Circular remain legally valid.
