On July 15, 2020, the Government of Vietnam issued Decree 82/2020/ND-CP stipulating sanctions for administrative violations in the fields of judicial support; judicial administration; marriage and family; civil judgment enforcement; bankruptcy of enterprises and cooperatives.

To be specific, at Clauses 18, 19 Article 3 of the Law on Marriage and Family 2014, it is stipulated:
- Persons with the same surname within three generations are those born from the same ancestor, including parents as the first generation; siblings with the same parents, same father different mother, or same mother different father as the second generation; and children of uncles, aunts, and great-uncles as the third generation.
- Relatives are persons having a marriage or nurturing relationship, those with the same direct bloodline, and those with the same surname within three generations.
Simultaneously, at Point d Clause 2 Article 5 of the Law on Marriage and Family 2014, it is strictly prohibited to marry or cohabit as husband and wife between those with the same direct bloodline; between those with the same surname within three generations.
Administrative penalties for the act of marrying or cohabiting as husband and wife between those with the same direct bloodline or those with the same surname within three generations are detailed at the following two timeframes:
Timeframe 1: From November 11, 2013, to August 31, 2020
Based on Point d Clause 1 Article 48 of Decree 110/2013/ND-CP, amended and supplemented by Decree 67/2015/ND-CP, it is stipulated that a fine of 1,000,000 VND to 3,000,000 VND will be imposed for the act of marrying or cohabiting as husband and wife between those with the same surname within three generations.
Timeframe 2: From September 1, 2020, onwards
Based on Point a Clause 2 Article 59 of Decree 82/2020/ND-CP, it is stipulated that a fine of 10,000,000 VND to 20,000,000 VND will be imposed for the act of marrying or cohabiting as husband and wife between those with the same direct bloodline or those with the same surname within three generations.
The consequences of inbreeding have been medically proven to allow recessive pathological genes in both husband and wife to combine, resulting in children with deformities or genetic diseases, greatly affecting the quality of the population in our country. Therefore, from September 1, 2020, the penalty for this act will significantly increase compared to current regulations.
