1. Order and procedures for granting personal identification numbers to citizens registering birth in Vietnam

According to Article 14 of Decree 137/2015/ND-CP, the order and procedures for granting personal identification numbers to citizens registering birth are prescribed as follows:

- In case the electronic civil status database has been connected to the national population database, when receiving all documents to register a birth, the agency managing, registering civil status, and managing the electronic civil status database is responsible for immediately transferring the information of the person whose birth is registered to the National Population Database; which must collect the following information to issue a personal identification number:

+ Surname, middle name, and birth name;

+ Date, month, and year of birth;

+ Gender;

+ Place of birth registration;

+ Hometown;

+ Ethnicity;

+ Nationality;

+ Full name, middle name, and nationality of the father, mother, or legal representative; except in cases where the father, mother, or legal representative has not been identified.

The head of the agency managing the National Population Database of the Ministry of Public Security is responsible for checking information and documents according to the provisions of Point b, Clause 3, Article 13 of the Law on Citizen Identification, issuing and immediately transferring the personal identification number to the civil status management and registration agency.

- In case the National Population Database is not yet operational or the Electronic Civil Status Database is not connected to the National Population Database, when receiving birth registration dossiers from citizens, the civil status management and registration agency immediately transfers the information according to the above regulations to the agency managing the National Population Database via the internet and has been granted an access account.

National Population Database Management Agency is responsible for granting access accounts to management agencies, registering civil status, immediately transferring citizens' personal identification numbers to management agencies, registering civil status when receiving birth information according to regulations via the internet.

The civil status management and registration agency is responsible for keeping the access account confidential in accordance with the law on protecting state secrets.

2. Procedures for assignment of personal identification numbers to citizens having birth certificates in Vietnam

According to Clause 9, Article 1 of Decree 37/2021/ND-CP (amending Article 15 of Decree 137/2015/ND-CP) regulating the order and procedures for granting personal identification numbers to citizens who have registered to declare birth, permanent residence registration as follows:

- The database management body shall assign personal identification numbers (“PIN”) to citizens who have a birth certificate but no PIN based on information available in the national population database.

- After assigning PIN to a citizen, the database management body shall issue a written notification of the assigned PIN and information on the citizen available in the national population database to the citizen.

If the citizen’s information in the database is inadequate, the notification shall include a request for the citizen to provide the missing information for the police of the commune where the citizen lives to have their information in the database updated or edited.

- For any citizen who already has PIN but has undergone sex reassignment or changed their birth year, the database management body shall assign another PIN to the citizen after the citizen finishes registering information concerning their sex or birth year according to regulations of law on civil registration.

The database management body shall notify the new PIN to the citizen in writing.

- Identity card issuing authorities shall use PINs assigned by the database management body to issue identity cards according to regulations in Article 18 of  Decree 37/2021/ND-CP
