The Government Inspectorate of Vietnam issued Official Dispatch 1831/TTCP-KHTH dated October 13, 2022, guiding the development of an inspection plan in 2023.

The guidelines for developing an inspection plan for the settlement of complaints and denunciations in 2023 are as follows:

1. Inspection agencies must prevent, detect, and deal with corruption in Vietnam

Subsection 3, Section I, Official Dispatch 1831/TTCP-KHTH in 2022, stipulating the objectives of developing an inspection plan in 2023 as follows:

In accordance with the law, inspection agencies implement synchronous and effective solutions to prevent, detect, and handle corruption, as well as recover corrupt assets.

Effectively implement the provisions of the law and the Resolutions of the Central Government, the National Assembly, and the Government on anti-corruption,

Pay attention to the implementation of regulations on the control of assets, income, conflicts of interest, the prevention and combat of corruption in the non-state sector, and measures to prevent and combat money laundering and terrorist financing. to step up the propagation, dissemination, and education of the law in order to raise awareness and promote the role and responsibility of society in preventing and combating corruption.

2. Guidelines for developing an inspection plan on anti-corruption work in Vietnam 2023

Subsection 3, Section II, Official Dispatch 1831/TTCP-KHTH in 2022, guiding the development of anti-corruption inspection plans in 2023, as follows:

Implement synchronously the guidelines, policies, and laws on anti-corruption, especially:

+ Directive 33-CT/TW 2014 on strengthening the leadership of the party in the work of declaration and control of asset declaration, regulations on publicity, and transparency of the Law on Anti-corruption;

+ Directive 50-CT/TW 2015 on strengthening party leadership in detecting and dealing with corruption cases and cases;

+ Conclusion 10-KL/TW in 2016 on continuing to implement the Resolution of the 3rd Party Central Committee, term X on strengthening the leadership of the party in the fight against corruption and waste;

+ Conclusion of the General Secretary at the National Conference summarizing 10 years of anti-corruption work;

+ Prime Minister's Directive 12/CT-TTg dated April 28, 2016 on strengthening the detection and handling of corruption cases and cases;

At the same time, strictly implement the provisions of the Law on Anti-Corruption and the decrees and circulars guiding its implementation in order to ensure timely, synchronous, unified, and effective solutions to prevent corruption;

Continue to implement new regulations on the control of assets, income, conflicts of interest, prevention and combat of corruption in the non-state sector, inspection, detection, and handling of corruption, with a focus on strictly handling and effectively preventing the situation of harassment and trouble for people and businesses in solving work.

- Strengthen the implementation of Directive 27-CT/TW on whistleblower protection and the fight against corruption, wastefulness, and negativity in 2019;

Directive 04-CT/TW 2021 on strengthening the leadership of the party in asset recovery in criminal cases related to corruption and the economy;

Conclusion 05-KL/TW in 2021 of the Secretariat on continuing to implement Directive 50-CT/TW 2015 of the Politburo on strengthening the party's leadership in detecting and handling corruption cases.

- Examine and inspect the responsibilities of heads of ministries, branches, and localities in the implementation of anti-corruption legislation, particularly the declaration of assets and verification of assets and income of persons with positions and powers.

Implement regulations on publicity and transparency in all areas, especially in planning, land use, bidding for investor selection, investment projects, and the recruitment and appointment of cadres and civil servants.

Detect, promptly, and strictly handle corruption cases; closely coordinate with the authorities to handle the responsibility of the head for the occurrence of corruption and in transferring the investigation of cases showing signs of corruption crimes;

Reform forms and methods of anti-corruption propagation and dissemination;

Strengthen the coordination relationship with relevant agencies in exchanging and providing information according to the directives of the Politburo and the Law on Anti-Corruption.

- Strengthen inspection in sensitive areas where public opinion is strong against corruption, such as:

+ Lands and mineral resources

+ Investment projects in the form of BOT, BT, equitization of state-owned enterprises, finance, banking, tax, customs, foreign investment, planning, staff appointment, etc.;

+ Immediate unscheduled inspection when detecting signs of law violations, particularly in cases where violations in the implementation of investment and business projects are causing large losses and frustration in the community.

Urge the implementation of conclusions and the directing, after inspection and examination of responsibilities, of the implementation of the law on anti-corruption.
