This is the content currently being solicited for comments in the 2nd Draft of the 2020 Law on Residence. The draft has introduced many new points related to citizens' right of residence, regulations on permanent residence registration, and temporary residence registration.

One of the notable new points is that the Draft will omit the Household registration book, Temporary residence book. Specifically, as stated in clauses 6, 7 Article 2 of the Draft Law on Residence 2020:
Article 2. Interpretation of terms

6. Permanent residence registration is the process by which citizens register their permanent residence with the competent state authority, and this authority carries out the procedures for permanent residence registration and updates the information about the permanent residence into the National population database, Residence database.
7. Temporary residence registration is the process by which citizens register their temporary residence with the competent state authority, and this authority carries out the procedures for temporary residence registration and updates the information about the temporary residence into the National population database, Residence database.

Thus, unlike the old regulation, where registering for permanent residence or temporary residence would grant the registrant a Household registration book, Temporary residence book (Article 18, Article 30 Law on Residence 2006), according to the Draft, the information of citizens who register for permanent residence or temporary residence will be updated to the National population database, Residence database. This is a new form of management using personal identification numbers aimed at simplifying administrative procedures and citizen documents related to population management, according to Resolution 112/ND-CP.
The permanent residence, temporary residence registration dossier according to the Draft also has changes compared to current regulations, specifically:
- Permanent residence registration dossier:
- Notice of residential information change form; personal information declaration form;- Documents and materials proving the legal residence;- Passport or equivalent documents (for Vietnamese residing abroad);- Documents proving Vietnamese nationality for foreigners granted Vietnamese nationality;- Introduction or confirmation letter from the unit head for officers, non-commissioned officers, professional soldiers, national defense officials...;- Confirmation letter for residence at religious facilities for persons living at religious facilities;- Petition for permanent residence registration of the organization, individual nurturing the person under care.
- Temporary residence registration dossier:
- Personal information declaration form;- ID card, citizen identification card, passport, or documents verified by the commune-level police where the person has registered permanent residence;- Documents proving ownership or legal use of residence;- Notice of residential information change form;- In cases of legal residence being rented, borrowed, or stayed with an individual, written consent from the landlord, lender, or host is required.
