On October 28, 2020, the People's Committee of Hanoi City issued Official Dispatch 5151/UBND-KGVX in 2020 on continuing to strengthen COVID-19 prevention measures under the new circumstances.

Official Dispatch 5151/UBND-KGVX clearly states that the City People's Committee requires all levels and branches, district, town, commune-level People's Committees, to be absolutely cautious in all situations, to seriously and responsibly implement new measures for epidemic prevention and control, firmly preventing the spread of the epidemic in the community, and to strictly implement solutions, such as:
** Continue to rigorously implement preventive measures in accordance with the Ministry of Health's guidelines, effectively carrying out the 5K message.
Mandatory wearing of masks on public transportation, in public places (Parks, flower gardens, pedestrian streets, squares, train stations, wharves, bus stations, supermarkets, markets, commercial centers, cultural and sports events in public places/stadiums...).
** Hanoi Police
- Strictly manage immigration activities at border gates, strictly handle illegal entry cases, illegal entry organizations, lodging establishments, and hotels accepting illegal entrants, and companies employing illegal entrants.
- Strictly handle violations in COVID-19 epidemic prevention and control.
- Coordinate with relevant units to ensure security and order at quarantine facilities.
** Department of Information and Communications directs Hanoi's press and media agencies to continue strongly communicating to raise public awareness of vigilance and self-protection against the epidemic risk.
** Department of Labor, Invalids and Social Affairs effectively implement social security support packages, support businesses according to regulations; direct inspection of epidemic prevention and control at vocational education facilities, drug rehabilitation centers, and social protection facilities.
** Department of Transport intensify inspection and supervision of COVID-19 prevention and control at bus stations, wharves, and on public transportation.
** District and commune-level People's Committees
- Take comprehensive responsibility for COVID-19 prevention and control in their areas; strengthen inspection and strictly implement epidemic prevention measures from the Prime Minister, Ministry of Health, City Party Standing Committee, City Party Executive Committee, City People's Committee, and City COVID-19 Prevention and Control Steering Committee.
- Direct local agencies and units, especially places with frequent large gatherings (like supermarkets, markets, train stations....), to have appropriate epidemic prevention measures, and equip themselves with necessary epidemic prevention means and supplies.
- Strengthen inspection, supervision of epidemic prevention implementation, and strictly handle violations of epidemic prevention regulations.
From November 5, 2020, 05 inter-sectoral inspection teams at the city level will start checking in several districts and directly inspect key areas such as centralized quarantine zones, COVID-19 shelter areas, paying attention to penalizing behaviors of not wearing masks in places where wearing is mandated.
Note: On September 28, 2020, the Government of Vietnam issued Decree 117/2020/ND-CP on administrative sanctions in the health sector. Here, penalties for COVID-19 epidemic prevention have significantly increased compared to previous regulations, with fines for not wearing masks in public places up to 3 million VND. Therefore, citizens should be conscious of protecting themselves and others while also avoiding administrative sanctions simply for not wearing masks.
