From March 05, 2020: The capitalization rules in administrative documents in Vietnam have undergone many changes

Decree 30/2020/ND-CP on clerical work is effective from March 5, 2020. This decree introduces several changes regarding mandatory capitalization in administrative documents compared to previous regulations in Vietnam.

1. Capitalization due to sentence formation

Capitalize the first letter of the first syllable of a complete sentence: After a period (.); after a question mark (?); after an exclamation mark (!) and when starting a new line.

Previously, Circular 01/2011/TT-BNV also regulated the capitalization of the first letter of the first syllable of a complete sentence after an ellipsis (…); after a colon (:); after a colon in quotation marks (: “…"); capitalize the first letter of the first syllable of a clause following a semicolon (;) and a comma (,) when starting a new line.

2. Special cases for capitalization: Hanoi Capital, Ho Chi Minh City.

Previously, according to Circular 01/2011/TT-BNV , only Hanoi Capital was specified

3. Special cases for nouns: The People, The State.

Previously Circular 01/2011/TT-BNV did not specify capitalization for this case.

4. Names of holidays: Capitalize the first letter of the first syllable forming the name. For example: Tet Nguyen Dan, Tet Doan Ngo, Tet Trung Thu. Capitalize the letter "Tet" in the case of replacing Tet Nguyen Dan.

Previously, Circular 01/2011/TT-BNV also regulated capitalization for the names of seasonal holidays such as: Lap Xuan; Dai Han.

5. Removal of capitalization regulations for the names of religions, sects; names of religious holidays.

For other capitalization cases, Decree 30 continues to inherit the regulations in Circular 01/2011/TT-BNV, for example:

* Capitalizing proper nouns indicating names

- Names of Vietnamese people

+ Common names: Capitalize the first letter of all syllables of the proper noun indicating a person's name.

For example: Nguyen Ai Quoc, Tran Phu,...

+ Nicknames, historical figures' names: Capitalize the first letter of all syllables.

For example: King Hung, Ba Trieu, Ong Giong, Bac Ho, Cu Ho,...

- Names of foreigners transliterated into Vietnamese

+ If transliterated into Sino-Vietnamese sounds: Follow the rules for writing Vietnamese names.

For example: Kim Nhat Thanh, Mao Trach Dong, Thanh Cat Tu Han,...

+ If transliterated without Sino-Vietnamese sounds (transliterated directly close to the original pronunciation): Capitalize the first letter of the first syllable of each component.

For example: Vladimir Ilich Lenin, Friedrich Engels,...

* Capitalizing names of agencies and organizations

- Names of Vietnamese agencies and organizations

+ Capitalize the first letter of words, phrases indicating the type of agency, organization; functions, fields of activity of the agency, organization.

For example: Central Steering Committee on Anti-Corruption, Office of the President, Ministry of Natural Resources and Environment, Vietnam Electricity Group, People's Council of Son La Province, Department of Finance,..

+ Special capitalization cases: Central Executive Committee Communist Party of Vietnam, Central Office of the Communist Party, ...

- Names of foreign agencies and organizations

+ Names of foreign agencies and organizations translated: Capitalize following the rules for writing Vietnamese names of agencies and organizations.

For example: United Nations (UN), World Health Organization (WHO),...

+ Names of foreign agencies and organizations used in documents in abbreviation form: Write in uppercase as in the original language or transliterate into Latin if the original language is not Latin.

For example: WTO, UNDP, UNESCO, ASEAN,...
