From March 05, 2020, it is required to state the supervising agency name in all cases

Decree 30/2020/ND-CP on clerical work officially takes effect from March 5, 2020, replacing Decree 110/2004/ND-CP and Decree 09/2010/ND-CP.

This Decree stipulates that the name of the issuing agency or organization must be the official, complete name of the agency, organization, or the state title of the person authorized to issue the document. The name of the issuing agency or organization includes the name of the issuing agency or organization and the name of the direct supervisory agency or organization (if any).

For the name of the direct supervisory agency or organization in localities, include the name of the province, centrally governed city, or district, district-level town, city under the province, city under the centrally governed city, or commune, ward, commune-level town where the issuing agency or organization is headquartered. The name of the direct supervisory agency or organization can abbreviate commonly used phrases.

Previously, according to Circular 01, for Ministries, Ministry-equivalent agencies, agencies under the Government of Vietnam; the National Assembly Office; the National Assembly's Ethnic Council, the National Assembly's Committees, or the People's Councils and People’s Committees at all levels; the Delegations of National Assembly Deputies in provinces and centrally governed cities; State Economic Groups, Corporation 91, the name of the supervisory agency was not included.

Thus, from March 5, 2020, administrative documents must include the name of the supervisory agency in all cases (if any), excluding the exceptions as stipulated in Circular 01.

Additionally, Decree 30 has also added specific regulations and clearly distinguishes between the forms of administrative document copies compared to previous regulations in Circular 01.
