From July 1, 2020, citizens can apply for passports anywhere without returning to their hometown

The Law on Exit and Entry of Vietnamese Citizens 2019 officially took effect from July 1, 2020. From that date, citizens can be issued passports anywhere nationwide without having to return to their localities.

To be specific:, at Clause 3, Article 15 of the Law on Exit and Entry of Vietnamese Citizens 2019 stipulates:

3. The first-time passport application shall be carried out at the Immigration Management Authority of the provincial-level Police where the citizen has permanent residence or temporary residence; in case of having a Citizen Identification Card, the application can be made at the Immigration Management Authority of the provincial-level Police where convenient.

Thus, according to the above regulation, from July 1, 2020, with a Citizen Identification Card, citizens can apply for their first-time passport at any province or centrally governed city that is convenient, without needing to return to the locality of permanent or temporary residence.

Previously, to obtain a passport, citizens had to go to the Immigration Management Office/Department of the provincial-level or centrally governed city Police where they were registered for permanent residence or were temporarily residing. If registering at a temporary residence, a Permanent Residence Registration Book (KT3) was required.

Additionally, this Law also stipulates:

Article 15. Issuance of ordinary passports in the country

5. The second and subsequent passport applications shall be carried out at the Immigration Management Authority of the provincial-level Police where convenient or the Immigration Management Authority of the Ministry of Public Security.*

Thus, the implementation of passport issuance in any province or centrally governed city across the country applies to both first-time and subsequent passport applications. This regulation helps individuals far from home save travel time and makes it more convenient to apply for a passport.
