This is a new regulation in Circular 58/2020/TT-BCA stipulating the procedures for issuance and revocation of registration and license plates of road motor vehicles.

To be specific, at Point d Clause 6 Article 2 of Circular 58/2020/TT-BCA stipulates:
Article 25. Regulations on vehicle license plates
d) License plates with yellow background, black letters and numbers, serial letters utilize one of the following 20 letters in succession: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued for vehicles engaged in commercial transport operations.
Thus, from August 1, 2020, newly registered commercial transport vehicles will start switching to yellow license plates with black letters and numbers, serial letters will utilize one of the following 20 letters in succession: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.
Additionally, according to the provisions of Clause 2 Article 26 of Circular 58/2020/TT-BCA, vehicles engaged in commercial transport operations before this Circular takes effect (i.e., August 1, 2020) will switch to yellow license plates with black letters and numbers by December 31, 2021.
Additionally, this yellow license plate is not appearing for the first time in our country. Previously, there have been regulations regarding yellow plates with red letters and numbers, which include the local registration symbols and two abbreviations of the special economic-commercial area, economic zone, international border gate, for vehicles of the special economic-commercial area or economic zone of the international border gate according to the Government of Vietnam regulations.
With the new regulation "commercial transport vehicles must switch from white plates to yellow plates", this color differentiation helps the authorities recognize commercial transport vehicles, making it easier for control and management tasks.
Regarding the issuance and replacement of license plates for commercial transport vehicles, it will be implemented according to Article 11 of Circular 58/2020/TT-BCA. Vehicle owners are required to submit documents for the issuance and replacement of license plates according to Article 7 and Article 9 of this Circular, along with the vehicle license plate.
