Selling a vehicle across provinces requires the return of the license plate and the vehicle registration certificate, as highlighted in Circular No. 58/2020/TT-BCA on Regulations on the process of issuance, revocation of registration, and license plates of road motor vehicles, which came into effect from August 1, 2020.

To be specific, according to Clause 3, Article 6 of Circular 58/2020/TT-BCA, within 7 days from the date of completing the documents for vehicle ownership transfer to organizations or individuals in another province or centrally-run city, the vehicle owner must directly or authorize an individual or service organization to submit the Vehicle Registration Certificate and license plate to the vehicle registration authority.
For the transfer of vehicle ownership to organizations or individuals within the same province or centrally-run city, the vehicle owner must directly or by authorization through an individual or service organization submit the Vehicle Registration Certificate to the vehicle registration authority. If the organization or individual purchasing, receiving the transfer, donation, allocation, or inheritance completes the ownership transfer procedures immediately, there is no need to carry out the procedures for revoking the Vehicle Registration Certificate.
Within 30 days from the date of completing the documents for vehicle ownership transfer, the purchasing, receiving transfer, donation, allocation, or inheriting organization or individual must go to the vehicle registration authority to carry out the registration and license plate procedures.
Apart from the cases requiring the revocation of the Vehicle Registration Certificate and license plate mentioned above, Circular 58/2020/TT-BCA specifies the types of vehicles requiring the revocation of the Vehicle Registration Certificate and license plate from August 1, 2020, including:
- Vehicles that are damaged and cannot be used, or vehicles destroyed due to objective reasons.- Vehicles that have their engines or frames disassembled for replacement in other vehicles.- Temporarily imported vehicles of foreign agencies, organizations, or individuals that are re-exported or transferred within Vietnam.- Vehicles exempt from import duties that are now transferred for other purposes.- Vehicles registered in special economic-commercial zones or international border-gate economic zones as regulated by the Government of Vietnam when re-exported or transferred within Vietnam.- Vehicles lost or stolen and not recovered, with the vehicle owner requesting the revocation of the Vehicle Registration Certificate.- Vehicles that have expired their usable life; vehicles not permitted to be circulated as per the law; vehicles concluded by competent authorities to have been welded or reshaped, or vehicles with tampered engine or frame numbers.- Vehicles that have been registered but do not comply with the regulations outlined in Circular 58/2020/TT-BCA.- Vehicles subject to ownership transfer or ownership rights change.- Military vehicles no longer requiring civilian license plates.- Vehicles registered but later identified with forged documentation or non-conforming license plates.
Regarding the procedures for revoking the Vehicle Registration Certificate and license plate, Article 16 of Circular 58/2020/TT-BCA stipulates as follows:
- The vehicle owner or the authorized individual/service organization must directly submit the Vehicle Registration Certificate and license plate to the registration authority or directly to the police station at the commune, ward, or commune-level town of residence. In the event of losing the Vehicle Registration Certificate or license plate, or both documents, the vehicle owner must provide a written explanation of the loss.
- Officers responsible for vehicle registration receive the information and proceed to revoke the Vehicle Registration Certificate and license plate in the system, and issue a revocation certificate as per regulations.
