Fee Rates for Licensing Evaluation of Karaoke and Discotheques in Vietnam

The Ministry of Finance of Vietnam has recently drafted a Circular stipulating the rates, policies for collection, payment, management, and use of appraisal fees for issuing business permits for karaoke and discotheques, proposing appraisal fees for issuing karaoke business permits ranging from VND 6,000,000 to VND 12,000,000 per permit.

Draft Circular

The draft Circular stipulates that organizations and individuals, when authorized by competent state management agencies to grant permits for karaoke or discotheque business in accordance with Decree 103/2009/ND-CP, must comply with the fee submission as prescribed in this Circular.

The fee schedule is stipulated as follows:

Areas of centrally managed cities (Hanoi, Ho Chi Minh, Hai Phong, Can Tho, Da Nang) and at provincial-level cities and district-level towns
Fee for appraising permits for karaoke business From 01 to 05 rooms VND 6,000,000 per permit Business establishments wanting to expand or add rooms will be charged an additional VND 1,000,000 per room.
From 06 rooms or more VND 12,000,000 per permit
Fee for appraising permits for discotheque business VND 15,000,000 per permit  
In other areas
Fee for appraising permits for karaoke business From 01 to 05 rooms VND 3,000,000 per permit Business establishments wanting to expand or add rooms will be charged an additional VND 500,000 per room.
From 06 rooms or more VND 6,000,000 per permit
Fee for appraising permits for discotheque business VND 10,000,000 per permit  

The fee collection organization in Vietnam must transfer the collected fees for the previous month into the fee waiting account for submission to the state budget at the State Treasury by the 5th of the following month at the latest. Fee declaration is to be carried out in accordance with the guidance in Circular 156/2013/TT-BTC. The fee collection organization is responsible for submitting 70% of the collected fees to the state budget by the relevant chapter, item, and sub-item in the state budget index, with the remaining 30% used to cover the costs of fee collection as per regulations.

The Circular is expected to be effective starting from January 1, 2017.

Currently, the Ministry of Finance of Vietnam is seeking public comments on the draft Circular on the Ministry's electronic information portal.
