Accelerating the study and mastering of key technologies of the Fourth Industrial Revolution of the Customs sector?
Pursuant to Section V Part II of the Plan issued together with Decision No. 707/QD-TCHQ in 2022, which specifies the promotion of research and mastering of key technologies of the Fourth Industrial Revolution in the Digital Conversion Program as follows:
- Intensify researches into key technologies of the fourth-lane Industry Network and step by step apply them to customs administration such as Internet things (IoT), Bigdata, smart analysis (BI), Mobility, block chain, cloud and artificial intelligence (AI).
- Enhance the cooperation with enterprises, organizations, universities, technology research centers of the fourth Industry Revolution in state management of customs.
Thus, in the future, the management and administration procedures in the customs sector will apply advanced technologies such as Internet things (IoT), big data, smart analysis (BI), Mobility, block block, cloud and artificial intelligence (AI).
Enhance interaction between Customs officers in Vietnam and employees and people and businesses through social networks
Accelerating communication, raising awareness and digital skills, strengthening interaction with the people and businesses of customs sector as how?
Pursuant to Section V Part II of the Plan issued together with the Decision No. 707/QD-TCHQ in 2022 stipulating the promotion of communication, raising of awareness and digital skills, strengthening of interaction with the people and customs businesses in the digital transformation program as follows:
- Propagate and raise awareness and digital skills for customs officials and officers at all levels in a wide manner and through various channels, paying attention to the focus on the web portals of the customs sector and the Electronic Customs Newspaper.
- Encourage the cooperation between customs officials and employees in digital technologies (mobile devices, social networks and other non-traditional channels).
- Promote the propagation for people and enterprises using the IT system of the General Department of Customs through the mass media, via e-mail and online mobile applications to users.
- The head of each institutional unit shall be directly responsible for the quality of the task of applying information technology for the objective of digital transformation, cultural reform, working methods and relations from the traditional environment to the safe and active environment.
What are other methods for customs conversion?
Pursuant to Section V Part II of the Plan issued together with the Decision No. 707/QD-TCHQ in 2022, in addition to the abovementioned measures, other measures for the customs sector's conversion shall be provided for as follows:
- Promoting cooperation, sharing experience and strengthening international cooperation:
To step up cooperation and learning experiences of the Customs of advanced countries with a view to stepping up the application of technological solutions to the building and development of the customs information technology systems.
- Financial solutions:
+ To ensure the efficient use of state budget capital, the rate of disbursement for implementation of projects, schemes and tasks of the key information technology application, to comply with the provisions of law.
+ To take advantage of the support and aid of other countries, international organizations and domestic and foreign partners in the course of IT application.
+ Mobilizing resources to implement projects and schemes of information technology application with the viewpoint of information technology application as a foundation for implementation.

- Solutions to organization:
+ Leaders of the General Department of Customs shall directly direct, administer and manage the organization of implementation of the number change plan in accordance with the approved plan.
+ Enhance the cooperation with regulatory authorities and relevant organizations in efficiently developing the IT applications in the customs field.
+ Regularly, periodically inspect and assess the implementation of digital transformation and remaining issues to have solutions for timely adjustment.
