1. Eligible cases of candidates in the Communist Party of Vietnam

According to Article 9 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014, the eligible cases of candidates in Vietnam include:

- Party members officially stand for election at the party congress of which they are a member. The official delegate of the congress is elected at the congress of delegates.

- An official party member who is not a congress delegate shall apply for candidacy at the grassroots party congress or make a candidacy dossier to be elected to the party committee of the district congress or the equivalent.

- Member of the Executive Committee to stand for election to the standing committee; members of the standing committee to stand for election to be secretary, deputy secretary; In case the Party Committee only elects the secretary or deputy secretary, but does not elect the standing committee, the members shall have the right to stand for election to be elected as secretary or deputy secretary (except for the cases specified in Article 13 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014).

If the branch meeting does not elect the branch committee, official party members have the right to run for secretary or deputy secretary.

- Central Committee members may run for Politburo and Secretariat positions; Politburo members may run for General Secretary (except in the cases specified in Article 13 of the Regulation promulgated along with Decision 244-QD/TW dated June 9, 2014).

- The level of commissioners to run for election to the inspection committee of their own level.

- A member of the inspection committee stands for election to be the deputy chair of the inspection committee.

2. Procedures for election in the Communist Party of Vietnam

Procedures for standing for election in the Party according to Article 10 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014 are as follows:

- Official party members at the congress of party members to stand for election directly at the congress or send an application to the presidium of the congress. At grassroots congresses, official party members who are not congressmen, if they stand for election, make a candidacy application and submit it to the grassroots party committee.

- The official delegate at the congress shall stand for election directly at the meeting or send an application to the presidium of the congress.

Members of the committee run for election to the standing committee (politburo, secretariat), and to the inspection committee at the committee meeting.

- A member of the inspection committee stands for direct election at the meeting of the inspection committee to be elected as the deputy chairman of the inspection committee.

- A party member who is not a delegate to the congress who runs for the party committee at the district level or equivalent or higher must complete the candidacy dossier and submit it to the organizing agency of the party committee convening the meeting no later than 15 working days before the opening of the congress.Candidate profiles include:

+ Application form.

+ The curriculum vitae certified by the grassroots committee.

+ Declaration of assets and income of individuals and families according to regulations.

+ Health certificate.

+ The comment of the grassroots committee where he/she lives and where he/she resides.

The grassroots committees where party members live and where party members reside are responsible for certifying and commenting on candidates. Issues that need to be examined and verified, if beyond their competence, are proposed to the immediate superior committees for consideration and decision.

The agency or organization of the party committee convening the congress is responsible for coordinating with relevant agencies to check the validity of the candidate's profile and eligibility.
