Decree 30/2020/ND-CP on clerical work officially takes effect from March 05, 2020. One of the notable contents in this decree is the regulation on forms of copies of administrative documents.

To be specific, according to Article 25 of Decree 30/2020/ND-CP, the forms of administrative document copies are stipulated as follows:
* Certified Copy
According to Clause 1, Article 25 of Decree 30/2020/ND-CP, certified copies include: Certified copy from paper document to paper document, certified copy from electronic document to paper document, certified copy from paper document to electronic document. Specifically:
- A certified copy from a paper document to a paper document is made by photocopying the original or main paper document into another paper.
- A certified copy from an electronic document to a paper document is made by printing the original electronic document onto paper.
- A certified copy from a paper document to an electronic document is made by digitizing the paper document and digitally signing it by the authority or organization.
* Duplicate
Clause 2, Article 25 of Decree 30/2020/ND-CP stipulates that duplicates include: Duplicate from paper document to paper document, duplicate from paper document to electronic document, and duplicate from electronic document to paper document.
A duplicate is made by printing or photocopying from the certified copy.
* Extract
According to Clause 3, Article 25 of Decree 30/2020/ND-CP, extracts include: Extract from paper document to paper document, extract from paper document to electronic document, extract from electronic document to electronic document, and extract from electronic document to paper document.
An extract is made by fully recreating the format and content of the specific part of the document that needs to be extracted.
Regarding Legal Value: Certified copies, duplicates, and extracts have the same legal value as the original document.
Previously, Decree 110/2004/ND-CP and Circular 01/2011/TT-BNV only mentioned the forms of copies including certified copies, extracts, and duplicates without detailed regulations and clear distinctions like the guidance in Decree 30/2020/ND-CP.
