Answering questions related to the issuance of chip-based ID citizen cards in Vietnam from 2021

Recently, the Prime Minister of Vietnam has approved the project on granting and managing chip-based ID citizen cards proposed by the Ministry of Public Security. Accordingly, from January 01, 2021, Ho Chi Minh City will issue and exchange chip-based ID citizen cards for citizens. Below are answers to a few questions related to this issue.

1. Cases of issuance and exchange of chip-based ID citizen cards

Currently, Ho Chi Minh City is one of the places that have started to issue and exchange chip-based ID citizen cards. Accordingly, the organization of issuing chip-based ID citizen cards will be divided into 2 phases, specifically:

- From January 01, 2021 to July 01, 2021, priority will be given to those who have not done ID citizen cards, which means cases using 9-digit ID cards;

- After July 01, 2021, chip-based ID citizen cards will be issued for those who are using barcode ID citizen cards and 12-digit ID cards. During this time, barcode ID citizen cards and 12-digit ID cards are still valid for normal use.

2. Are chip-based ID citizen cards issued or changed for temporary residents?

According to the guidance of the Ho Chi Minh City police, chip-based ID citizen cards will be issued and exchanged for all people, including permanent residents and temporary residents.

However, due to the reality of a large number of permanent residents who have not done ID citizen cards, permanent residents will be given priority for chip-based ID citizen cards issuance and then to temporary residents (waiting for national data connection).

Moreover, priority subjects to be granted chip-based ID citizen cards include officials and public employees from city to ward and commune levels, armed forces, pensioners, students and pupils. After that, the distribution will be carried out according to each ward and commune area.

3. What to bring when going to make chip-based ID citizen cards?

According to information of Ho Chi Minh City police, citizens going to make chip-based ID citizen cards should bring the following papers:

- Original household registration book;

- ID card;

- Other legal documents proving the change in information on the household registration book (if any).

In particular, currently, citizen data in the city has been completely collected, people will not sign any documents when going to make chip-based ID citizen cards.

4. How is the process of issuance and exchange of chip-based ID citizen cards

The issuance and exchange of chip-based ID citizen cards are carried out as follows:

- People carrying out procedures for granting and exchanging chip-based ID citizen cards at district-level police offices only need to say their name, date of birth, and address to the official;

- The reception official will operate on the computer, all information of the people will appear and people just need to check again;

- After the inspection was completed, officials invited people to take pictures and roll 10 fingers;

- Get an appointment to receive ID citizen card.

Note: The process of receiving chip-based ID citizen cards will be shortened to about 5-7 days and people can receive directly or by post.

5. Benefits when using chip-based ID citizen card

According to major general To Van Hue - Head of Police Department of Registration and Management of Residence and National Population Data (C06, Ministry of Public Security of Vietnam), the use of chip-based ID citizen cards brings more advantages than current ID citizen cards with barcodes, specifically:

- Chip-based ID citizen cards have higher security and store more fields of information. Chip cards also integrate information of other entities such as insurance, driver's license or other digital information;

- When people switch from barcode ID citizen cards to chip-based ID citizen cards, it is only necessary to change the information storage device, while the card number is kept, so the transaction will not be affected;

- New chip-based ID citizen cards have the ability to store biometrics, personal information, digital signatures or other identification, so it is very difficult to fake; Concurrently, the chip used on the citizen identification card complies with the security regulations of the world and Vietnam. The chip has a digital signature, the ability to store biometrics (fingerprint), personal information for authentication, so it will be difficult to fake;

- Information about the owner of chip-based ID citizen card is correctly identified, minimizing any risk of tampering. Thereby, the new ID citizen card is very safe in terms of security, especially in financial transactions;

- In addition, identity authentication can be done offline without an Internet connection.
