On November 1, 2021, the Minister of Home Affairs of Vietnam promulgated Circular 6/2021/TT-BNV abolishing all 07 legal documents related to organizational structure, appointment, dismissal, dismissal of civil servants, etc.

Specifically, from December 20, 2021, all 07 legal documents are annulled in Vietnam, including:
(1) Circular 01/2009/TT-BNV dated March 19, 2009 guiding the order and procedures for appointment, relief from duty and dismissal of the President, Vice Chairman, members of the People's Committees of districts, districts, wards where the People's Council is not held.
(2) Circular 02/2009/TT-BNV dated 19/3/2009 guiding the pilot implementation without organizing the People's Councils of districts, districts and wards.
(3) Circular 04/2009/TT-BNV dated April 29, 2009 amending Clauses 3 and 4, Article 5 of Circular 02/2009/TT-BNV.
(4) Circular 04/2013/TT-BNV dated April 16, 2013 guiding the development of regulations on clerical and archival work of agencies and organizations.
(5) Circular 02/2016/TT-BNV dated February 1, 2016 providing professional guidance on organizing the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term.
(6) Decision 82/2004/QD-BNV dated November 17, 2004 promulgating criteria for the Director of the Department and equivalent positions under the People's Committees of the provinces and centrally-run cities.
(7) Decision 83/2004/QD-BNV dated November 17, 2004 promulgating the standards for the Director General of a Ministry, a ministerial-level agency, and an agency attached to the Government.
Circular 6/2021/TT-BNV of Vietnam takes effect from December 20, 2021.
