According to Clause 4 of Article 10 of Decree 144/2021/ND-CP, a fine ranging from 4.000.000 VND to 6.000.000 VND shall be imposed for any of the following violations:

- Forging the ID card or citizen identity card or ID number certificate; but not liable to criminal prosecution;

- Using a forged ID card or citizen identity card or ID number certificate;

- Pledging the ID card or citizen identity card or ID number certificate, or receiving them as pledge;

- Buying, selling, taking or granting lease of the ID card or citizen identity card or ID number certificate;

- Borrowing, lending the ID card or citizen identity card or ID number certificate for commission of illegal acts.

* Additional penalty:

Confiscation of the exhibits and means of administrative violations for the act of pledging ID card/CID card according to the regulation of Clause 5, Article 10 of Decree 144/2021/ND-CP.

In addition, they are forced to return the illegal profits obtained from the act of pledging ID cards and CID cards.

Note: The above administrative fine level applies to individuals; the fine level for organizations is 2 times higher than the fine level for individuals.

Thus, the person who commits the act of pledging ID card/CID card can be fined up to 6 million VND. In the event that the party accepting the pledge of ID card/CID card is an organization, the maximum fine can be up to 12 million VND.
