07 cases of nomination within the Party according to Article 11 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014 include:
(1) The Presidium (president) of the congress (conference) nominates a list of personnel prepared by the committee convening the congress (conference).
(2) At the congress of party members, official party members, temporary party members, and reserve members all have the right to nominate official party members of the party committee or branch to be elected as delegates to a superior party congress or to be elected to a party committee of their own level.
(3) At the congress of delegates, delegates officially nominate party members who are delegates and official party members who are not delegates of their own party congress to be elected to the party committee; they also nominate an official delegate of their congress to be elected as a delegate to the superior party congress.
(4) The Executive Committee member nominates another Executive Committee member to be elected to the Standing Committee at the Executive Committee meeting; nominate members of the standing committee to be elected as secretary or deputy secretary (except for the cases specified in Article 13 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014).
(5) Members of the Central Committee nominate other members of the Central Committee to be elected to the Politburo, the Secretariat, and the Central Commission for Inspection; nominate Politburo members to be elected as General Secretary (except for the cases specified in Article 13 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014).
(6) The executive committee member nominates another executive committee member to be elected as an inspection committee member; nominates a member of the inspection committee to be elected as the chairman of the inspection committee (except for the cases specified in Article 13 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014).
(7) The inspection committee member nominates another inspection committee member to be elected as the deputy chairman of the inspection committee.
2. Procedures for nominations within the Party in Vietnam
Procedures for nomination within the Party in Vietnam according to Article 12 of the Regulation promulgated together with Decision 244-QD/TW dated June 9, 2014 are as follows:
- At the Party members' congress, party members nominate official party members of their own party organizations by direct or written nomination to the presidium of the congress.
At grassroots congresses, the nomination of official party members who are not official delegates of the congress to be elected to the party committee is made in writing, with the consent of the nominees.
- At the district congress of delegates and the equivalent or higher, the official delegate of the congress nominates party members who are delegates and official party members who are not delegates of the party congress at their level to be elected to the party committee;
Nominate an official delegate from their congress to be elected as a delegate to the superior party congress.
When an official delegate of the congress nominates a party member who is not a delegate of the congress to be elected to the party committee, he/she must nominate a party member with his/her dossier according to regulations, which must be approved in writing by the nominee.
- The committee convening the congress has the task of assisting the congress to verify the background and criteria of the nominees and candidates at the congress.
