1. What is training equipment?

According to Clause 1 and Article 3 of the Regulation issued together with Circular 09/2021/TT-BQP, training equipment means material and technical foundations and equipment to ensure education, training, and scientific research tasks at training institutions in the army.

2. 06 types of training equipment of military training facilities in Vietnam

Specifically, in Article 8 of the Regulation promulgated together with Circular 09/2021/TT-BQP, training equipment includes the following types:

(1) General classroom equipment is general technical equipment for teaching and learning theory, according to the training program.

(2) Specialized technical equipment means technical equipment of military majors to meet the practical requirements and practice knowledge and skills for trainees after completing specialized theoretical training on technical equipment, military technical supplies, and guaranteeing scientific research tasks at training institutions.

(3) Laboratory equipment refers to the technical equipment and materials required for research, teaching, and learning tasks in subjects covered by the training program, such as:The experimental equipment belongs to the basic knowledge block, industry basis, and specialized knowledge.

(4) Equipment for practice centers and workshops is technical equipment to serve students in practicing the knowledge and skills of general and specialized subjects as required by the training program.

(5) Simulation center equipment and simulation classrooms are pieces of technical equipment and simulation technology application software that enable students to manipulate and practice on simulation systems of specialized subjects that meet training requirements.

(6) Shooting range and training range equipment is specialized military equipment in the area and terrain that is structured to serve training and to check training results or test the training institution's technical equipment.

3. Sources of training equipment of military training institutions in Vietnam

Training equipment at military training facilities is formed from the following sources:

- To use the state budget to invest in procurement and production; the state budget regularly spends on defense; locally supported budgets; and other lawful budget sources

- To be granted in kind, equipment, and supplies in accordance with the Ministry of National Defense's specialties.

to be transferred from agencies and units in the Ministry of National Defense.

- To be sponsored, donated, lent, or leased by domestic and foreign organizations and individuals, as well as from other lawful sources approved by the State and the Ministry of National Defense.

4. Principles of management and use of training equipment of military training institutions in Vietnam

According to Article 4 of the Regulation promulgated together with Circular 09/2021/TT-BQP, the management and use of training equipment at military training establishments is carried out based on the following principles:

- The management and use of training equipment must comply with the leadership of the party, the laws of the state, and the regulations of the Ministry of National Defense; ensure consistency, comprehensiveness, accuracy, and regularity; uphold the responsibilities of party committees and commanders at all levels; and implement decentralization of management to ensure democracy, fairness, publicity, and transparency in accordance with regulations.

- To create conditions for teachers and learners to use effectively, training equipment must ensure technical and synchronous conditions and be exploited to the maximum use of features and effects.

- Training equipment is the public property of the State and the Army. Training institutions and related individuals must strictly comply with regulations on the management, exploitation, and use of training equipment, as well as with instructions for use and safety rules for each piece of training equipment.

- Persons assigned to manage, exploit, and use training equipment must fully grasp the features, effects, operating procedures, and safety regulations and be trained to use them proficiently, not damage, degrade, or lose them due to a lack of sense of responsibility.

- Strictly adhering to state and ministry of national defense regulations on public property management and use, including registration, statistics, inventory, reporting, information security, and other relevant regulations.
