Hanoi-Vietnam: New regulations specified in the Law on Citizen Reception 2013

Before the Law on Citizen Reception was issued, there were many documents regulating citizen reception such as Regulations on citizen reception in Chapter V of the Law on Complaints and Denunciations No. 09/1998/QH10 amended and supplemented by several provisions under Law No. 26/2004/QH11 and Law No. 58/2005/QH11, Chapter V of the Law on Complaints No. 02/2011/QH13. The regulations on citizen reception in these legislative documents of Vietnam expire on July 1, 2014.

At the 6th session, the 13th National Assembly passed the Law on Citizen Reception. This law consists of 9 chapters with 36 articles and takes effect from July 1, 2014. The law fully stipulates the principles of citizen reception, such as: transparency, democracy, promptly, confidentiality, and ensuring safety for whistleblowers; respecting and facilitating favorable conditions for citizens to lodge complaints, denunciations, and reflections in accordance with legal provisions. The Necessity of Promulgating the Law on Population

In light of the significant changes in the current demographic and socio-economic situation, the Population Ordinance no longer seems suitable for addressing population issues. Therefore, it necessitates the introduction of a Population Law Proposal to resolve population matters in line with the present circumstances. Currently, the Ministry of Health is proposing the development of a Population Law, and the Government of Vietnam is also seeking public input for this Law Project.

Compared to previous drafts, the 12th draft of the amended State Audit Law has shown significant progress. Many comments and suggestions from National Assembly delegates and experts have been incorporated by the Drafting Committee. Several contents included in previous drafts with the aim of making the State Audit Office (SAO) a "superpowerful" agency have been omitted.
